Summary
MECH ENG position in the ASST PORT ENG BRANCH (N757), LIFE CYCLE MGMT DIV (N75), ENG DEPT (N7).

Duties
You will provide technical oversight of assigned MSC ship life cycle management, including planning, directing and coordinating the maintenance and repair activities.
You will manage the ships life cycle plan by planning, directing and coordinating maintenance and repair activities requiring industrial assistance for assigned ships.
You will determine, plan, and schedule all technical work requirements for all availabilities for assigned ships.
You will regularly conduct ship checks to verify the work item technical requirements.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

This is a bargaining unit position.
You will be required to successfully complete a pre-appointment physical examination.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to obtain and maintain a U.S. Passport.
Overtime may be required.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-12:
In addition to the Basic Requirement (see Education section), your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience interpreting advanced marine and mechanical engineering principles and related engineering fields.
Experience utilizing marine shipboard equipment management and engineering concepts, including hulls and hull equipment, marine machinery, and propulsion and auxiliary equipment including boilers, turbines, diesel engines, heat exchangers, pumps, motors, piping systems and valves, propellers and shafting arrangements, reduction gears, air compressors, electrical equipment and cabling, switchboards and motor control centers, electronics, automation features and other auxiliary and special purpose equipment.
Expert experience utilizing and interpreting commercial regulatory body (American Bureau of Shipping, United States Coast Guard, American Petroleum Institute, American Society of Testing Materials, MARPOL, etc.) requirements and their standards, policies and procedures as they apply to the operation and maintenance of a combined commercial and military fleet of ships.
Experience in the alteration, improvement, maintenance and repair of assigned ship classes and the acquisition of ships for the Organization.
Experience with oral and written communication working with liaison process between sponsor, design agents, shipyards, and contractors on engineering, funding, and scheduling for matters impacting assigned ship classes.
GS-11:
In addition to the Basic Requirement (see Education section), your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with theory, concepts, principles and practices of marine engineering.
Experience with proposed short- and long-range material readiness and maintenance and repair goals, objectives and milestones.
Experience interpreting advanced marine and mechanical engineering principles and related engineering fields.
Experience in performing vessel operations and maintenance both in a commercial and military environment.
Experience with the implementation of life cycle management functions for assigned ship classes including oversight of installed machinery, systems, and equipment, monitoring life cycle maintenance evaluation procedures and material standards for all assigned ships.

Education
Basic Education Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
EDUCATION SUBSTITUTION:
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
GS-11 ONLY - 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
