Job Description
Summary
This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Budget Analyst for the Special Program Financial Operations Directorate.
Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Budget Analyst at the NH-0560-3 broadband level, some of your typical work assignments may include:
Provide authoritative advice on all aspects of financial management.
Build and defend program budget exhibits, respond to requests for information.
Formulate, justify, and execute the agency budget across multiple appropriations.
Review, analyze, consolidate and revise budget estimates, justification statements and budget execution plans.
Assess program execution of budgetary resources and evaluate submitted funding actions to ensure compliance with statutory/regulatory "Purpose," "Time," and "Amount" requirements.
Conduct studies and analyzes of financial execution of programs, projects and tasks.
Assist with the research, balancing and reconciliation of accounts and support processing of invoices.
Recommend and/or implement remedial action to correct adverse trends and situations.
Make appropriate adjustments to current-year accounts and future-year budgets.
Verify the accuracy, completeness, and validity of a wide variety of Accounts Payable documents including contracts, invoices, purchase orders and obligations

Employee must obtain/maintain Special Sensitive Top Secret with Sensitive Compartmented Information (TS/SCI) clearance.
This is an acquisition position coded Practitioner in Business - Financial Management. Must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
Must acquire 80 Continuous Learning Points every 24 months.
This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
Qualifications
You may qualify at the NH -03 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified:
Demonstrated experience in applying concepts, principles, practices, laws, and regulations governing
financial management and acquisition process.
Demonstrated experience assessing program execution of budgetary resources and evaluation of submitted funding actions to ensure compliance with statutory/regulatory "Purpose," "Time," and "Amount" requirements.
Demonstrated experience performing balancing and reconciling of accounts and processing of invoices.
Demonstrated experience researching and analyzing data, developing alternatives, and making recommendations to resolve execution budget problems.
Experience working with classified programs in a classified environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.
DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Business - Financial Management, Practitioner certification. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
