Summary This position is located at USAG Rheinland-Pfalz - MWR, NAF Support Division Automation, Rhine Ordnance Barracks, Kaiserslautern, Germany Incentives and Bonuses Incentives will not be paid. Learn more about this agency Duties Serves as a Program Analyst providing subject matter expertise and recommendations to senior staff. Researches and develops policies and programs pertaining to specific programs (i.e. recreation, financial, business) with emphasis on program planning and standards. Assists with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated program. Develops program benchmarks for program operations. Monitors and reviews financial and historical performance of the specific programs. Assists Director with development and tracking of input for the APF/NAF funding. Requirements Conditions of employment Direct Deposit and Social Security Card is required. Meet qualification/eligibility/background requirements for this position. A one-year probationary period may be required. Must possess a valid US Driver's license with the ability to obtain and maintain a valid US Army Europe (USAREUR) Certificate of license. License must be obtained within 30 days of arrival on site. Travel is required. Required to file a Confidential Statement of Affiliations and Financial Interest in accordance with requirements of Dodd 5500.7 Joint Ethics Regulation Incumbent must be able to obtain an Official No-fee Passport. Qualifications Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: 1. Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. 2. Knowledge of principles, concepts and methodologies required to perform various analytical techniques. 3. Ability to analyze operations, financial data, prepare reports and replies to inquiries from the perspective of a Installation or Regional staff officer. 4. Strong written and oral communication skills, including comprehensive knowledge of standard office software programs, such as word processing, graphics, spreadsheets, etc. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": 1. Managerial/operational experience in Army business and recreation settings to include financial and quality control operations. 2. Experience developing data analytics and automation systems, in particular Power applications and Business Intelligence. 3. Managerial experience of the caliber described above in an Army Recreation setting to include Financial operations for both APF and NAF business and financial issues.
