Summary
About the Position: Direct a Sexual Harassment/Assault Response and Prevention program for an organization. Serve as a principal authority, strategic advisor, and advocate for SHARP policies and programs; develop strategic plans and policies to support response and prevention elements of the sexual harassment/assault program and conducts assessments to ensure policy/program effectiveness; prioritize victim care in cases of sexual harassment, sexual assault, and associated retaliatory behaviors.

Duties
Oversee case documentation, reporting systems, and compliance with legal, privacy, and organizational standards to ensure effective delivery of victim advocacy services
Develop and implement strategic plans, processes, and resource coordination to support program effectiveness, improve service delivery, and maintain readiness for 24/7 victim advocacy response.
Establish and maintain liaison with law enforcement, legal professionals, healthcare providers, commanders, and community organizations to coordinate victim services.
Monitor quality of SHARP reports and referral data to ensure compliance with applicable law, service policy, and guidelines.
Plan, assign, and evaluate the work of subordinate SARCs and Victim Advocates, ensuring priorities align with mission requirements
Develop performance plans, provide feedback, and implement training to support staff development and program success.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Background checks against all records as required by law, OPM, DoD, and Army policy and regulation will be conducted, prior to entering on duty in the position IAW governing regulations.
Minimum of a Tier 3 background investigation, or equivalent, and enrollment in Continuous Vetting (CV) are required.
Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
Must attend and graduate from required SHARP training courses within six months of employment.
While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
Must maintain an active DoD Sexual Assault Advocate Certification Program (D-SAACP) certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
State Criminal History Repository check is required for all states of residence in the past 5 years when the Tier 3 investigation has been completed and 10 years when submitting a new Tier 3 investigation.
Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
May be required to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Positions to recruit and appoint qualified candidates to positions in the competitive service.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Social Science Series 0101:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Counseling, Social work, or Human services.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing professional advocacy and crisis intervention services for victims of sexual harassment and sexual assault; managing sexual harassment/sexual assault cases from initial report through disposition and resolution to ensure regulatory compliance and the health and well-being of victims; maintaining case documentation and data quality in official reporting systems to ensure coordinated care and compliance; and assisting in training and outreach activities to promote awareness, prevention, and understanding of reporting procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Incentives may be authorized; however, this is contingent upon multiple factors, including funds availability. If authorized certain incentives may require you to sign a service agreement to remain in the Federal government for a period of up to 3 years.
