Learn more about this agency Duties The United States Space Force (USSF) at Peterson SFB, Colorado Springs, CO is searching for a Contracting Officer Representative for HQ CFC C357 (NH-0343-03, GS-12/13 Equivalent). Description: Are you a critical thinker and want to serve as a USSF Field Command program analyst and contracting officer representative (COR)? Ideal Candidate: The ideal candidate is a motivated, self-driven leader capable of navigating a wide range of issues tied to Contracting Officer Representative (COR) duties and space and cyberspace operations. In this role, the candidate serves as the Headquarters Combat Forces Command (HQ CFC) S3/5/7 program analyst and COR for multiple programs, managing technical contracts and vendor performance to ensure the warfighter receives mission-critical tools and capabilities. They will analyze complex organizational functions, identify opportunities to strengthen mission execution, and provide expert recommendations that improve efficiency and generate measurable savings. As the central coordinator for planning efforts and analytical studies, the candidate delivers fact-based insights that shape senior-leader decisions. They also lead command-level initiatives and provide program support across assigned mission areas. Background: Experienced program analyst with a strong background in managing technical contracts, guiding source selection activities, developing Requirement Approval Documents (RADs), and monitoring vendor performance as a Contracting Officer Representative (COR). Adept at ensuring contracted efforts deliver meaningful, timely value aligned with mission priorities. Brings comprehensive knowledge of program analysis principles, quantitative and qualitative evaluation techniques, and problem-solving methods used to identify issues, uncover trends, and support mission-critical decisions at both operational and strategic levels. Well-versed in business and industrial management practices, contracting procedures, and technical and production concepts required to assess contractor proposals and ongoing activities. Skilled in applying analytical methodologies to design, execute, and interpret studies that enhance program efficiency and effectiveness, including the development of new or refined processes when needed. Possesses a solid understanding of rapid acquisition and contract management, with the ability to effectively navigate federal acquisition regulations and processes. Key Skills and Abilities: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Knowledge of rapid acquisition and contract management. This requires the ability to understand and navigate federal acquisition processes. The candidate must have the skill to manage technical contracts and vendor performance as a contracting officer's representative (COR), ensuring external efforts deliver tangible value at the speed of relevance. 3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of USSF and DoD organizations. 4. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. 5. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross- functional teams; to explain programs, functions, and activities and gain understanding logically and effectively of the organization's efforts. Requirements Conditions of employment Must be a U.S Citizen. Must be able to obtain and maintain a Top-Secret /SCI security clearance. Safeguards classified or sensitive budget-related information and/or files. May be required to work overtime on an unscheduled or emergency basis. Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”. This position will close after 5 business days or 75 applications, whichever comes first. Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments. PCS funding is authorized. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Space and/or cyberspace operations and contracting officer's representative (COR) experience is highly desirable. Subject to Temporary Duty Assignment (TDY): 15 days a year.
