Summary
Join the U.S. Office of Personnel Management (OPM) Shared Service Center! We're looking for talented professionals to help deliver solutions that support federal agencies nationwide. As a Human Resources Specialist (Employee Benefits), you will serve as a senior advisor and project manager overseeing Federal employee benefits and Workers' Compensation programs, providing technical guidance, evaluating program effectiveness, and ensuring compliant, customer-focused HR service delivery.

Duties
Serve as project manager for reimbursable HR initiatives involving employee benefits, personnel processing, records management, pay, and time and attendance services.
Evaluate and administer Federal employee benefits programs, including retirement, insurance, Thrift Savings Plan, and leave programs for serviced agencies.
Manage retirement application processing, including counseling employees, preparing annuity estimates, reviewing service histories, and ensuring compliant submissions.
Oversee Workers' Compensation programs by monitoring claims, conducting quality reviews, ensuring regulatory compliance, and supporting return-to-work efforts.
Provide senior-level technical guidance on benefits and retirement matters, including complex coverage determinations, disability retirement, and FERCCA cases.
Analyze program metrics, develop reports and recommendations, and implement process improvements to enhance service delivery and regulatory compliance.
Develop and deliver training, retirement briefings, and benefits education programs while advising managers, employees, and HR staff on benefits policies and procedures.

Qualifications
For the GS13: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or equivalent, performing all of the following:
Administering Federal employee benefits programs, such as retirement, health insurance, life insurance, leave, Thrift Savings Plan, or Workers' Compensation programs, while ensuring compliance with applicable laws, regulations, or agency guidance; AND
Reviewing and resolving retirement, benefits, or Workers' Compensation cases involving service credit, eligibility determinations, claims processing, or employee counseling; AND
Analyzing program operations, developing reports or recommendations, and implementing process improvements related to employee benefits or retirement services; AND
Providing technical guidance, training, or consultative support to managers, employees, or human resources staff on employee benefits policies, procedures, or regulatory requirements.
You must meet all qualification and eligibility requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
