Summary
This position is located in the National Labor Relations Board (NLRB) Office of Inspector General (OIG). The position conducts and oversees complex audits, reviews, and evaluations of NLRB programs and operations to identify fraud, waste, abuse, and inefficiencies, while promoting accountability and compliance. The incumbent also serves as a team leader for audit staff and supports agency-wide oversight initiatives.

Duties
As a Supervisory Auditor, GS-0511-14, your typical work assignments may include:
Leading, planning, managing, coordinating, and performing complex performance and financial audits and reviews, while leading audit teams in conducting objective and methodical assessments of NLRB programs, operations, and functions to evaluate program effectiveness, internal controls, and compliance with applicable laws and regulations.
Planning audits by assessing risk, testing controls, collecting information, analyzing data using quantitative tools, examining and documenting documentary, observational, and testimonial evidence, and managing audit resources to ensure efficient and effective audit execution.
Leading and participating in the development of draft and final audit reports, briefing materials for OIG and agency leadership, congressional responses, and other written products that clearly communicate audit findings, recommendations, and conclusions.
Providing supervision and technical guidance to audit staff throughout the performance and completion of audits and reviews, while demonstrating strong critical thinking, analytical skills, and professional judgment in resolving complex audit issues.
Serving as the Contracting Officer's Representative (COR) by initiating and obtaining contracts for independent public accounting firms to perform financial statement and internal control audits, while providing technical expertise and guidance to the Contracting Officer, contractor staff, and OIG personnel throughout the contracting and audit processes.

IDEAL CANDIDATE STATEMENT
The ideal candidate is a highly experienced audit professional with demonstrated expertise leading and conducting complex performance, financial, or compliance audits involving internal controls, program effectiveness, financial management, and regulatory compliance. They possess strong analytical and critical thinking skills and are experienced in assessing risk, analyzing complex data, developing audit findings, and providing actionable recommendations supported by sufficient evidence.
The ideal candidate has extensive knowledge of Government Auditing Standards and professional auditing principles and is skilled in preparing clear, concise audit reports and briefing senior leadership on sensitive or complex issues. They demonstrate strong leadership and supervisory abilities, including experience managing audit teams, overseeing audit quality, and ensuring projects are completed effectively and in accordance with applicable standards.
They possess excellent communication and relationship management skills and demonstrate professionalism, sound judgment, integrity, and the ability to contribute to organizational improvement and accountability initiatives.
BASIC EDUCATION REQUIREMENTS
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
MINIMUM QUALIFICATIONS
Applicants must possess one year of specialized experience equivalent to the GS-13 grade level in the Federal service that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Auditor, GS-0511-14.
Specialized experience includes:
Experience leading, planning, managing, or conducting complex performance, financial, or compliance audits and reviews involving program effectiveness, internal controls, or compliance with laws, regulations, and professional auditing standards; and
Experience assessing organizational or financial risk; analyzing quantitative and qualitative data; evaluating internal controls; and developing audit findings, conclusions, and recommendations supported by sufficient and appropriate evidence; and
Experience preparing, reviewing, or overseeing audit reports, briefing materials, or other written products that clearly communicate audit objectives, findings, recommendations, and corrective actions to leadership or stakeholders; and
Experience applying Government Auditing Standards and professional auditing principles, concepts, and practices to ensure audit work complies with applicable laws, regulations, policies, and quality assurance requirements; and
Experience supervising, leading, or providing technical guidance to audit staff, including assigning work, reviewing work products, monitoring progress, resolving issues, and ensuring milestones and deadlines are achieved.
