Summary The Operations Data Scientist position is located in the Office of the Secretary, Office of the Chief Financial Officer/Assistant Secretary for Administration, Office of Performance Excellence within the Department of Commerce. Learn more about this agency Duties The primary purpose of this position is to support the Director, Office of Performance Excellence with integrating emerging technologies and innovative practices to improve the management, analysis, and presentation of the Department's enterprise-wide performance data for better data-driven decision making, efficiency, and customer experience. As an Operations Data Scientist, you will: Apply advanced analytical methods to diverse operational datasets to support data driven decision-making and improve customer experience. Develop advanced analytical models and leads data process improvement initiatives to address critical agency challenges and enhance operational effectiveness. Collect and analyze complex data from multiple sources using a wide range of analytical techniques to generate actionable insights. Plans and executes analytical projects and delivers findings and recommendations to leadership. Lead the management of enterprise-wide KPI databases, including data architecture, integrity, and lifecycle processes. Direct data extraction, processing, and integration efforts across multiple sources. Design and implements advanced data pipelines using tools such as R, Python, or SQL. Integrate data across systems to support analysis, reporting, and operational decision making. Design and deliver enterprise-level dashboards and analytic products for decision support using tools like Power BI. Communicate trends, findings, and insights, verbally and in writing, to senior leadership and other stakeholders. Collaborate with cross-functional stakeholders to gather requirements and ensure solutions meet operational needs. Produce actionable recommendations based on analysis and reporting. Establish and maintain data governance frameworks, including policies and standards for data classification, management, and access. Ensure data quality, integrity, and consistency across enterprise systems. Identify and resolve data gaps to improve completeness and reliability of datasets. Support compliance and lifecycle management of performance data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level, you must meet the Basic Requirement (1 or 2): Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Applicants must meet at least three (3) of the four (4) areas listed below: Specialized experience is defined as experience: Analyzing data to support decision making and performance management; Designing, developing, maintaining, or optimizing data pipelines and integrating data using tools such as SQL, Python, R, or similar technologies; Developing dashboards , reports, or advanced data visualizations using tools such as Power BI to communicate actionable insights to leadership and stakeholders; or Implementing or supporting data governance practices, data quality standards, and processes to ensure the integrity, reliability, and usability of organizational data Education There is a positive education requirement for this position.
