Summary
This position is part of the WAPA Headquarters. As an IT Specialist (SYSANALYSIS/APPSW), you will serve as a business systems analyst and applications developer while applying regulations, specifications, guidelines, and WAPA policies and procedures to operations, control areas, and merchant business to meet the needs of the business partner/customer.
THIS IS NOT A REMOTE POSITION. YOU WILL HAVE TO PHYSICALLY REPORT TO ONE OF THE DUTY LOCATIONS LISTED IN THIS VACANCY ANNOUNCEMENT.

Duties
As an IT Specialist (SYSANALYSIS/APPSW), some of your duties will include, but are not limited to:
Defines and validates the need and feasibility for new technology functionality or processes through consultation with business partners/customers.
Serves as a consultant and business liaison in areas affecting users and business partners/customer, their functional interfaces, and the impacts of procedural modifications.
Provides business insight to IT personnel involving design applications that meet business partner/customer needs.
Participates in multifunctional development projects in software analysis to identify and resolve IT systems and applications issues.
Serves as a project team member for multiple, simultaneous IT projects for an assigned WAPA project.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must meet the Individual Occupational Requirements (IOR) for the 2210 Series as described below: Applicants must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.
To qualify for the GS-12: In addition to meeting the IOR above, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service. This experience includes:
Performing development, integration, and ongoing support for custom software applications and data integrations in high-availability (24x7) environments to include working with modern software development languages/frameworks (e.g., Java, Spring Framework, JavaScript), data integration technologies (e.g., TIBCO), and cloud-based platforms/services (e.g., Amazon Web Services (AWS), Microsoft Azure).
Performing the deployment, installation, and configuration of application software and data integration components onto new or upgraded infrastructure whichinvolves collaborating with other IT lines of service (e.g., system administration, cybersecurity, networking) to ensure smooth transitions and continuous operation of critical systems.
Delivering day-to-day support, troubleshooting, and issue resolution for mission-critical applications and data integrations including troubleshooting and resolving technical problems, designing functional extensions, developing reports/queries, and analyzing/resolving data issues (e.g., Power Transmission Billing Systems, Power plant generation management systems, Energy Trading Resource Calculator type systems, Power Marketing Contracts Systems, Power Marketing and Operations commercial off the shelf (COTS) type systems, TIBCO enterprise integration type systems and internal/external web and webservice portal type systems).
Contributing to IT projects through technical analysis, recommendations, and execution, ensuring adherence to IT guidelines and standards such as assisting with requirements gathering, evaluating technologies, performing assigned tasks, and reporting project progress for initiatives supporting complex enterprise environments.
To qualify for the GS-13: In addition to meeting the IOR above, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service. This experience includes:
Leading the architecture, development, integration, and ongoing support for custom software applications and complex data integrations in high-availability (24x7) environments which includes driving the adoption of modern software development languages/frameworks (e.g., Java, Spring Framework, JavaScript), data integration technologies (e.g., TIBCO), and cloud-based platforms/services (e.g., Amazon Web Services (AWS), Microsoft Azure).
Managing the deployment, installation, and configuration of application software and data integration components onto new or upgraded infrastructure such as leading collaboration efforts with other IT lines of service (e.g., system administration, cybersecurity, networking) to ensure smooth transitions and continuous operation of critical systems.
Providing day-to-day support, troubleshooting, and issue resolution for mission-critical applications and data integrations. This encompasses troubleshooting and resolving technical problems, designing and implementing functional extensions, developing reports/queries, and analyzing/resolving critical data issues (e.g., Power Transmission Billing Systems, Power plant generation management systems, Energy Trading Resource Calculator type systems, Power Marketing Contracts Systems, Power Marketing and Operations commercial off the shelf (COTS) type systems, TIBCO enterprise integration type systems and internal/external web and webservice portal type systems).
Serving as a lead technical consultant and project leader for IT initiatives, influencing strategic direction and ensuring adherence to IT guidelines and standards. This involves gathering and analyzing customer requirements, evaluating new technologies, providing strategic recommendations, leading multifunctional project teams from conception to implementation, defining scopes, identifying resource needs, and communicating progress to stakeholders.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible for creditable service towards annual leave. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. DOE may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
Salary negotiation may be available for those candidates who are new to Federal service.
PHYSICAL DEMANDS: The work is generally sedentary and requires no special physical demands.
WORK ENVIRONMENT: The work is done in an office. Periodic travel to WAPA HQ or field sites, Department of Energy Headquarters, other Power Marketing Administrations, vendor training sites and offices, and vendor/user group conferences may be required.
