Summary
As IT Specialist (SYSADM/OS), you will be responsible for the acquisition, implementation, administration, maintenance, usage, and replacement of IT systems, equipment, and services; plan for, install, configure, test, implement, and manage the operating systems, hardware, and software in support of WAPA Information Technology (IT) architecture and business needs.
THIS IS NOT A REMOTE POSITION. YOU WILL PHYSICALLY REPORT TO ONE OF THE DUTY LOCATIONS LISTED IN THE VACANCY ANNOUNCEMENT.

Duties
As an IT Specialist (SYSADMIN/OS), some of your duties will include, but are not limited to:
Responsible for planning and coordinating the installation, testing, operation, troubleshooting, maintenance, and configuration management of hardware and software systems used within a SCADA/EMS real-time power operations system, and/or in support of other assigned program areas.
Performs the installation of new or modified hardware, operating systems, and application software.
Determines customer, application, and industry requirements, analyzes current systems and new technologies to provide recommendations to customers and IT management.
Assists in the development of budget projections used to determine the long-term replacement or upgrade of IT systems.
Participates as a member of Regional and/or Corporate IT planning and coordination teams.

Total salary varies depending on location of position.
Occasional travel, up to 10% annually may be required, with overnight travel possible.
This position may require regular and recurring overtime.
The duties of this position may require the incumbent to be placed in a 24/7 on-call status on a rotational basis. On-call status on a rotational basis is anticipated to be approximately 20-40% of the year, depending upon duty station. While in on-call status, the incumbent must remain within 30 minutes of their residence.
Incumbent understands this position is designated Emergency Essential.
Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must meet the Individual Occupational Requirements (IOR) for the 2210 Series as described below:
Applicants must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.
To qualify for the GS-11:
In addition to meeting the IOR above, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-9 grade level or pay band in the Federal service. This experience includes meeting 3 of the 4 listed below:
Supporting hardware and software components, including installation, configuration, and troubleshooting for operational continuity.
Applying basic security configurations, monitoring system health, and adhering to established regulatory compliance procedures within IT.
Documenting system configurations and understanding foundational IT architecture, including interconnections and data flow.
Assisting with routine system maintenance activities, including patching, backups, and user account management.
OR
SUBSTITUTE EDUCATION: Applicants have successfully completed a Ph.D. or equivalent doctoral degree, or (3) three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development of adaptation of applications, systems, or networks. (You must provide a copy of your transcripts (official or unofficial) to support your claim).
To qualify for the GS-12:
In addition to meeting the IOR above, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service. This experience includes meeting 3 of the 4 listed below:
Managing and upgrading SCADA systems independently, including resolving complex technical issues across integrated networks.
Optimizing SCADA server performance, managing user access, and administering operating systems and virtualized environments in compliance with relevant standards.
Leveraging knowledge of industry regulations (e.g., NERC-CIP, FERC, FISMA) to maintain SCADA system compliance and assist with vulnerability assessments.
Participating in system design discussions and contributing to the development of Standard Operating Procedures (SOPs) or other critical documentation for SCADA infrastructure.
To qualify for the GS-13:
In addition to meeting the IOR above, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service. This experience includes meeting 3 of the 4 listed below:
Leading the strategic design, development, and implementation of complex, enterprise-level SCADA infrastructure solutions, ensuring adherence to evolving regulatory requirements.
Developing and enforcing comprehensive SCADA cybersecurity policies, leading advanced incident response, and conducting risk assessments with a strong focus on regulatory compliance.
Managing significant SCADA infrastructure projects and providing expert technical guidance and mentorship to others on advanced system and compliance strategies.
Advising senior management on SCADA technology roadmaps, emerging threats, and long-term infrastructure investment decisions.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible for creditable service towards annual leave. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. DOE may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
Salary negotiation may be available for those candidates who are new to Federal service.
Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages
PHYSICAL DEMANDS: The work is sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office.
