Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element (SSSE) HQ Element, Alexandria Virginia.

Duties
Serve as a Program Specialist responsible for handling routine and non-routine Civilian Human Resources issues.
Serve as the primary or alternate timekeeper and civilian pay expert for the organization.
Recognize problems/problem areas; originate solutions to complex or unusual issues; and provide onsite assistance.
Provide authoritative interpretation and instructions of laws, regulations, policies, and procedures, and develops guidance on appropriate course of action.
Assist in the development and maintenance of automated systems which control and track data requirements and produce reports pertaining to Human Resources (HR) metrics.
Provide advice and assistance to managers and supervisors on personnel management matters involving staffing.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Two year trial/probationary period may be required.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
Must be able to obtain and maintain a TS/SCI security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
Must sign a statement attesting to the understanding of DCIPS provisions.
Travel may be required up to 25% of the time.
Must be willing and able to participate in organization operations and training in the Continental United States (CONUS) and Outside Continental United States (OCONUS).
Periodically, chiefly during periods of crisis, may be required to work overtime or irregular hours.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as:
1. Initiating personnel actions to support mission and workforce requirements, including promotions, reassignments, details, and other appointment or placement actions in accordance with applicable regulations and policies. AND
2. Enforcing Human Resources staffing principles and requirements by applying federal personnel laws, regulations, and policies to ensure compliant, equitable, and effective staffing actions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

This is a drug testing designated position (TDP) under the Department of the Army Drug Free Federal Workplace Program in accordance with AR 600-85.
