This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Contract Price/Cost Analyst at the NH-1102-4 broadband level, some of your typical work assignments may include:
Serves as Contract Price/Cost Analyst, responsible for performing price, cost and financial analysis for complex weapon systems.
Analyzes contractors' proposals and prepares price/cost analysis based on audit information, technical and/or DCMA input and independent judgment and research, assessing cost realism and the reasonableness, allowability and allocability of proposed costs.
Maintains awareness of economic conditions, business trends, inflation rates, etc. applying that knowledge to the analysis performed.
Advises acquisition managers, contracting officers, and contract specialists on all pricing matters and financial aspects of multi-million dollar acquisition programs including highly complex research and development, pre-production, production, and service requirements.
Serves as key member of negotiation team.
Maintains awareness of overall procurement workload and program directions to facilitate advance planning of necessary pricing actions.
Analyzes audit reports, laws, regulations and Office of Federal Procurement Policy guidelines as a basis for modifying current policy or developing new policies and procedures.

This is an acquisition position coded Professional in Contracting. Incumbent must obtain mandatory Back to Basics (B2B) certification
within 36 months of entrance on duty.
Incumbent must also acquire 80 continuous learning points every two years.
Qualifications
You may qualify at the NH -04 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Candidates must meet at least 2 of the 3 specialized experience requirements:
Experience evaluating contractor proposals, including performing detailed analysis on individual elements of cost and fee/profit, analyzing cost factors and trends, and developing documentation to substantiate government cost/negotiation positions.
Experience applying Federal Acquisition Regulations (FAR) part 15, Department of Defense (DoD) Supplement part 215, and associated statutes, regulations, policies and procedures.
Experience with use of negotiation techniques and the ability to meet and deal with representatives of the private sector and with Government experts of managers sufficient to procure extensive services and complex systems and equipment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Served as a contracting officer with authority to award or administer contracts in excess of the Simplified Acquisition Threshold on or before September 30, 2000. This exception does not apply to new hires into an 1102 position. OR Served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000. This exception does not apply to new hires into an 1102 position. OR Is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking employment within DoD as an 1102. This exception does not apply to new hires into an 1102 position.
