Summary
The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 17 countries.
Responsible for directing the cemetery staff and resources to assure that the cemetery is maintained to the very high standards of the ABMC. Provide outreach to assure that the American Cemetery plays an active role in bringing the sacrifices of our veterans to the clear attention of the local community, host nation citizens, and Americans.

Qualifications
Language Requirement
Because 16 of our 26 sites are in French-speaking countries, proficiency in French is a requirement for final selection for all of these positions. The Agency may correspond with applicants in French throughout the application process. Applicants will be evaluated by a third-party testing facility prior to interview to determine their proficiency in speaking and reading French or Dutch using the Interagency Language Roundtable (ILR) scale. You should be prepared for a language evaluation immediately upon consideration. A minimum score of ILR speaking 2+ / reading 2+ is required to qualify. More information on the ILR scale is available online. If you are selected at the minimum score(s), you may require completing a language training program and/or re-test as a condition of continued employment.
Proficiency in languages other than French (particularly Italian, Arabic, and Spanish), while not required for selection, should be indicated on your application.
Specialized Experience: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: Performing the full scope of supervisory duties of a diverse team, such as delegating duties, assisting in the selection of new employees, discussing performance, overseeing timecards, and/or advising on disciplinary actions; Maintaining a cohesive and productive team of primarily field staff by working at the highest diplomatic levels; Establishing short- or long-term goals for an agency department or organization to plan, coordinate and/or execute business functions and resource allocations; Providing hands-on guidance with the leadership experience and ability to manage a variety of complex situations; Engaging in level public speaking events where high-level U.S. and foreign dignitaries are in attendance; and preparing or delivering oral presentation.
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE-DUTY SERVICE MEMBERS: In accordance with VOW to Hire Heroes Act of 2011 (Public Law 112-56),Current military members may apply by submitting a "certification" of active service in lieu of a DD-214. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain: (1) your rank; (2) dates of active duty service; (3) type of discharge and projected character of service (i.e. honorable); (4) projected Veteran's preference, if applicable; (5) date terminal leave begins, if applicable; (6) date of expected discharge or release that is within 120 days of your employment application submission; and (7) signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters.
