Duties
You will serve as senior investigator within CNRMC Executive Department and report to the Command Review and Inspections Officer (CRIO).
You will independently plan and conduct complex, non-criminal investigations involving alleged violations of agency regulations.
You will identify and gather pertinent evidence, analyze data, and reconcile conflicting information from various sources.
You will apply investigative and interview techniques sufficient to serve as a senior level investigator, write reports and make recommendations to the
Command Review and Inspections Officer on Fraud, Waste, Mismanagement, and Hotline Investigations.
You will articulate findings and recommendations in a clear concise manner, both in writing and orally, in the form of briefings, providing
command hierarchy with a useful tool for defining and managing programs and/or addressing issues.
You will analyze large volumes of data, identify trends, and develop comprehensive investigative reports detailing findings, conclusions, and
recommendations for administrative action or prosecution.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
This position requires NAVSEA Professional Certification Program "Team Member" certification within three months from the date of assignment.
This position requires that you attain job-related Level 1 certifications as Intake Investigator, Investigator, Military Whistle Blower Reprisal, and Inspector nine months from the date of assignment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector conducting complex, comprehensive investigations and compliance reviews regarding violations of federal regulations, laws, and policies within an agency or organization.

Additional information
The NH-03 broadband encompasses the GS-12 and GS-13 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-13, step 05 which is currently equivalent to $122,422 (Norfolk, VA) and $138,024 (Washington Navy Yard, DC). If your current salary is above this amount, your salary may be matched.
This announcement uses the Direct Hire Authority (DHA) AcqDemo for Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is covered by the Department of Defense Priority Placement Program.
A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
