Summary
NIST is seeking a Senior Executive Officer to serve as a senior advisor and operational leader to the CFO and DCFO. This position focuses on driving strategic leadership, managing operations, and coordinating with stakeholders.

Duties
As the Senior Executive Officer, the candidate will:
Advise the Chief Financial Officer (CFO) and Deputy Chief Financial Officer (DCFO) as a principal administrator.
Lead initiatives in budget administration, operational planning, and human capital management.
Effectively interface with stakeholders to optimize business processes and enhance customer service.
Manage complex inter-agency agreements and provide high-level oversight of service-level agreements for service bureaus.
Oversee the Operating Unit's financial health by developing comprehensive spending plans.

Qualifications
Applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST). Specialized experience is defined as:
Advising senior leadership on budget, financial management, and administrative operations.
Developing budget execution plans and financial resource allocations.
Managing interagency agreements, service agreements, and operational support functions.
Applying financial management policies, regulations, and internal controls to ensure compliance and effective operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
