Summary
The Application Developer (Utility Billing Systems) will be responsible for creating configurations and extensions to support the business community's desired outcomes. Responsible for understanding and vetting scripts, unit testing, integration testing and coding. In addition, the Developer (Utility Billing Systems) will provide support in preparing test artifacts - test strategy, test plan and status report. The Application Developer (Utility Billing Systems) will be working with both on and offshore development teams. The successful candidate may work on multiple projects simultaneously and be a team player.

Responsibilities
- Responsible for making changes to the base Banner CIS System, add on applications to Banner, and interface programming in batch and online systems, Web interfaces (e.g. payment processing, address, meter reading, online billing, EAM, energy assistance/relief programs, and other related systems).
- Work with designers and business subject matter experts to translate requirements into high quality solution designs (60%).
- Perform unit testing and integration testing with users/functional resources (40%).
Requirements
- 5 - 8 years of development experience working directly with the Banner Customer Information System/CIS (Skills: 1. Banner CIS, 2. PL/SQL, 3. Pro C, 4. Writing SQL Scripts, Java, Oracle Forms, Oracle Reports, Unix - nice to have, Windows)
- Proficient in Unix and Windows operating system environment
- Experience with the Oracle Customer Care & Billing package (understand database table relationships) and knowledge of Oracle Utilities Application Framework (OUAF) and Java is a plus
- Utilities industry (water, wastewater, gas, electric) experience
- Possess strong oral and written communication skills
- Must work well in a team environment and individually.
- Strong skills in Microsoft Office (Excel, Word, PowerPoint, Visio, and Project)
- Agile experience a plus
