Contract: Program Manager - Outsourced Solutions

This is an engagement through Upwork's Hybrid Workforce Solutions (HWS) Team. Our Hybrid Workforce Solutions Team is a global group of professionals that support Upwork's business. Our HWS team members are located all over the world.
Work/Project Scope:

• Lead all recruiting operations capabilities, including sourcing, screening, and coordination functions.
• Work with the team day-to-day to meet performance goals and objectives.
• Work with Sr. Manager and the recruiting Program Manager to develop recruiting metrics and analytics that provide insights and drive decisions, including time to fill, aging, cost per hire, candidate and hiring leader satisfaction surveys, recruiter productivity, source of candidate and hire among others.
• Manage innovative programs, events and campaigns to build a candidate pipeline and drive recruiting strategy to meet hiring goals.
• Showcase a very high level of understanding and become fully ingrained in the client organization including relationships with key partners, organizational structure and program development.
• Leads, develops and delivers team meetings and partners with Sr. Program Manager and Strategic Account Management team on annual and quarterly business reviews
• Own special projects relating to client specific initiatives (Assessments, Targeted Talent Outreach, Content Management, etc.). Drive standardization, continue improvement and consistency of processes and procedures.
• Develop positive working relationships with client champions and hiring managers to educate, drive adoption and regularly deliver business results.
• Identify, research and triage program operational issues related to service fulfillment, product concerns, compliance, reporting and billing within outlined SLAs.
• Collaborate with the Sales, Operations, and Solutions teams to architect best-in-class freelancer programs and standard operating procedures.
• Develop strong internal partnerships with cross functional teams - Sales, Product, Billing, Analytics, Solutions, Legal

Must Haves (Required Skills):

• Proven experience as a Program Manager
• Has Operations Management experience
• Strong leadership, time management, and organizational skills
• Knowledge in reporting and KPIs
• Excellent problem-solving ability
• Has worked with cross-functional teams
• Can work during US business hours
