Summary

About the Position: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research,develop,prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. the RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional) certification within 36 months as of entrance on duty.
  • The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance

In order to qualify, you must meet the Education and Experience requirements described below. Basic Requirement (IOR) for Contract Specialist:
Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Bachelor's Degree Transcripts must be submitted with conferred date.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for specialized experience.

Specialized Experience: Applicant must have at least one year of specialized experience at the NH-02 (GS-11 equivalent grade) to include: 1). Completing procurements through formal advertising or negotiated procedures, which are governed by specific laws, regulations, national policy, and directives mandated by the federal government; 2). Applying the full range of pre-award and post-award functions including negotiations, cost/price analysis,contract administration, and closeout for all assigned contracts; 3). Conducting conferences and issuing solicitation notices in compliance with regulatory and procedural guidelines; and advising senior management on key contracting and procurement issues.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
