Raytheon Intelligence and Space (RIS) Technology Organization has an immediate opportunity for a Dedicated Hiring Manager (DHM) to support its Electronic Warfare Systems (EWS) Engineering organization.

EWS is growing and the DHM position(s) directly support and impact aggressive technical hiring needs for the remainder of 2022 and beyond. The candidate(s) will support activities related to determination and fulfillment of engineering staffing needs.

A broad knowledge of engineering skills will be utilized within EWS for requirements, design, and implementation activities. The preferred functional hiring support will be for Hardware Engineering (electrical, firmware, RF & digital design). The candidate(s) should be a self-starter that requires little guidance and focuses on continuous improvement in all activities.

The DHM is the Directorate hiring authority for professional engineering and management roles working with functional managers. The DHM is the liaison between the Talent Acquisition (TA) team and the EWS Directorate Department Managers to streamline and expedite the review, selection and hiring of qualified technical candidates across the business.

Duties Include:

- Work with functional managers on the requirements for the positions requested that will shape the Engineering Requisition for hiring into EWS Engineering to enable staffing to the programs.

- Develop or tailor requisition language based on program need and post requisitions within staffing tools from college hires, interns up to professional hires.

- Collect and review resumes received from the TA team on qualified candidates and initiate the interview process.

- Track candidate assessments, candidate status updates, and interview feedback sessions.

- Develop and maintain talent pipelines through ongoing, targeted communication to stay in contact with potential candidates who have experience that aligns with current and future business requirements.

- Demonstrate a deep understanding of the business area, capabilities, market challenges and key skills to create proactive recruitment plans and function as a subject matter expert to the business.

- Work with TA/HR that may determine appropriate compensation approach.

- Prioritize hiring strategy (critical needs).

- Escalate priority decisions/support requests as needed (critical needs)

Analyze metrics/trends/forecast.

- Works with Hiring Team in support of placing talent rolling off programs.

- Provide coordination/support to staffing events.

Required Skills:

- Prior firmware implementation/testing experience.

- Prior Department of Defense Contract experience.

- Experience in technical leadership/project management, e.g. IPT, CE, Lead Project Engineer position.

- Ability to work closely with Talent Acquisition (TA) recruiters to review candidate resumes, conduct screening of, lead technical candidate interviews, and determine make offer decisions that will enable capture of top-notch engineering talent aligned with staffing needs.

- Ability to recognize talent for a diverse base of engineering skills, with particular emphasis on preparation of personnel to be armed with the skills needed to execute our programs effectively.

- Ability to work well independently with a high level of responsibility and navigate effectively in matrix environments.

- Excellent verbal and written communication skills at all levels of the organization.

- Proven ability to build effective, collaborative work relationships with colleagues and internal clients.

- Detail-orientated, multitasking abilities, and project management skills.

- Proficiency with Microsoft Excel, PowerPoint, Word, and Workday hiring system.

- Some travel (up to 10%) may be required to support Job fairs and engineering staffing conferences.

Education:

Typically a Bachelor of Science degree in STEM (Science, Technology, Engineering, Mathematics) from an accredited institution.

Desired Education:

Typically a Master's Degree (or higher) in Electrical Engineering.
