Northrop Grumman Defense Systems is seeking a Director of Government Property (D1) to lead the capital, customer, and US Government property functions for our Defense Systems Sector. This role reports to the Sector Director of Contracts & Pricing, and will reside at our Linthicum, MD, McLean, VA, or Roy, Utah facility.

The Director of Government Property (D1) leader will provide strategic leadership and management for all government property efforts across the sector. This position requires interaction with customers, auditors, senior management, and other internal stakeholders. The successful candidate must demonstrate the ability to lead an engaging team, develop highly effective customer relations (both internal and external stakeholders), collaborate across functional areas, and possess excellent problem solving, communication and organizational skills in a fast-paced environment with competing priorities and deadlines.
Key Highlights of What You'll Get to Do:
Lead a team of property professionals in the management and administration of government/customer and company property
* Set/implement the strategic direction for the Government Property organization
* Establish/implement the property procedures to ensure property management in compliance with NG and government/customer requirements
* Maintain compliant Government Property operations in accordance with company and sector policies and procedures, legal, regulatory, and contractual requirements
* Serve as primary interface to customers, auditors, senior management and other internal stakeholders for all matters related to government/customer property
* Identify and implement the necessary tools needed to track and report on government/customer property
* Develop and generate key property reporting information and metrics
* Ensure compliance to FAR/DFARS and associated Federal Contracting regulations
* Ensure NG property systems are compliant with FAR/DFARS and associated Federal Contracting requirements
* Develop and implement processes for self-assessments, physical inventories, subcontractor controls
* Continuously review and improve the processes, procedures and systems necessary for effective and efficient management of Government, customer, and company property
* Execute with speed and agility, property initiatives in support of the business financial objectives
Basic Qualifications:
Knowledge of FAR/DFARS and associated Federal Contracting Regulations with the ability to apply sound judgment to property requirements and sector property policies/procedures
* Bachelor's degree with at least 10 years of experience in property management matters related to Government Property, to include an in-depth understanding of Government property management policies, regulations and compliance requirements
* Excellent leadership, interpersonal, oral and written communication skill.
* Experience in leading and managing Government Property teams
* Experience supporting and/or performing compliance audits, include Property Management System Audits (PMSAs)
* Experience in developing and implementing Government property processes and procedures in accordance with FAR/DFARS requirements
* 10 % travel time is required.
* US Citizenship required.
Preferred Qualifications:
Candidates with any of these desired skills will be given preferential consideration:
National Property Management Association or equivalent certifications preferred
* Experience in operating across multiple property systems.
* Proven ability to make sound decisions in a timely manner, demonstrating strong interpersonal skills, possessing solid written and verbal communication skills, to ensure team performance aligns to program objectives and compliance in a regulated industry.
* Strong leadership experience with proven ability to train and motivate team members towards operational excellence
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
