The Sr. Manager of the CA CMC Operations Finance will be responsible for the planning, directing and reporting of CA CMC Finance activities and partnering with the PLL. This will include leading a department of 2+ finance professionals in the execution of production finance as well as operational activities to include capital investment planning, PRISM Pool forecasting, and overhead management. The leader will be responsible for coordination between Operations, Supply Chain, Mission Assurance and PMO/Finance to ensure forward looking financial forecasts are aligned with factory capacity strategies and plans. The leader will also drive program cost initiatives and strategy to ensure programs meet financial commitments to the business

Specific areas of responsibility include but are not limited to the following:
  • Interacts with managers and directors on financial matters regarding production, capital activities, and actions necessary to meet business objectives on programs that are executed at the CA CMC.
  • Complies and reviews financial plans and forecast for the CA CMC using actual performance, historical data, estimated cost and other data to control funds and provide proper financial administration.
  • Prepares financials plans, monitors implementation of budget policy, prepares regular and special purpose reports, maintains historical records, analyzes trends, supports the establishment of cost rates and forecasts.
  • Interprets budgetary policies and procedures and prepares comparative evaluation of actual costs against budget and determines rationale for variances
  • Ensures compliance with corporate policies including Sarbanes/Oxley and EVMS/EAC requirements
  • Responsible for directing activities to meet critical deadlines with accurate and auditable data
  • Responsible for hiring, developing and managing a staff of professionals.
  • Establishes, interprets, and recommends modifications to operating policies and procedures that improve the platform's financial position.
  • Ensures adequate financial controls that provide alignment between finance goals and operation's goals.

Required Skills:
  • At least 10 years of experience in financial areas to include budgets & rates, financial planning and reporting and/or accounting. Experience with Earned Value Management (EVMS), Estimates at Complete (EAC) and proposals/front end of the business.
  • Experience with government contracting
  • Strong oral and written communication skills to include executive level interaction
  • Demonstrated ability to be proactive, creative, and innovative and use critical and strategic thinking
  • Sound analytical, problem identification, and problem solving skills including risk & opportunity management
  • Demonstrated ability to coordinate, influence and build rapport with all disciplines: Program Management, Finance, Engineering, Operations, Supply Chain Management, Mission Assurance, and Human Resources
  • Demonstrated ability to work in a team environment and lead teams to success
  • Proficient in the use of Microsoft Office Products (Excel, Word, PowerPoint, Project)
  • Demonstrated sense of urgency and ability to meet multiple commitments as expected
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.

Desired Skills:
  • Proficiency in APEX and PRISM Earned Value and Financial Planning, EDIT/EDIT+, SAS ETC Tool, and other related program execution tools

Required Education:
  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.

Requires broad management and leadership knowledge to lead project teams.
