Job Description
Summary
Under the guidance of the assigned manager, this position supports Corporate Supplier Governance, Real Estate, Facilities and, divisionally, Enterprise Risk and Corporate Services, with systems administration, data analysis, lease administration, and vendor management across the Health Plan regions and subsidiaries. In addition, this position provides project management support on various projects and initiatives including software implementations, vendor transitions, real estate relocations, and facility projects. The incumbent fills in for employees within the Corporate Supplier Governance and Real Estate Services department during absences.
Essential Responsibilities/Accountabilities
Systems Administration
• Administers MRI software and owns the MRI contract vendor relationship. Maintains MRI work order system and provides trend reporting to management.
• Leads all MRI upgrades and maintenance activities including data feeds and asset inventory. Liaison for UKG feeds into CenterStone software.
• Maintains data integrity within MRI modules for Space Planning, People Finders, Work Orders, Assets and Preventative Maintenance.
• Actively leads initiatives for system improvements, including integration projects with other company approved software.
• Owns and monitors CSI Watchdog user access administration and maintains required documentation of the user access request. Resolves all CSI Watchdog user access issues and any other related issues.
• Owns Microsoft SharePoint development, implementation, and maintenance for the department.
• Manages building space information by using Space Scheduling software and manual processes to create meaningful and complex reports.
• Provides support and expertise to the Space Planning committee and meets periodically to review neighborhood assignment for departments or special project requirements.
• Conduct audits of facilities to maintain desk attributes on the reservation system.
• Develops metrics and guidelines for using the reservation system on various system management roles.
• Works with accounting, finance, and property management to audit operating expense billing both estimated prepayments and reconciliation to ensure accuracy.
Analytics
• Serves as the Subject matter expert in data analysis for real estate, facilities, security, space planning, supplier governance, and food services. Owns the development and maintenance of dashboards to include occupancy, capacity, security, facilities management, vendor management, and real estate reporting.
o Develops and maintains reports detailing staffing levels, occupancy rates, and maximum capacity for each facility. Maintains dashboard to monitor utility consuming.
o Responsible for quarterly occupancy reporting to senior leadership.
o Responsible for monthly distribution of occupancy report to Facilities management.
• Prepares and uses reports, performs spend analysis and benchmarks to develop proposed action plans.
• Collaborates cross functionally to develop processes, procedures, and documentation; reviews current processes and make improvements.
• Creates bid comparisons with historical, benchmark, percent, and dollar differences.
• Conducts detailed analysis on supplier proposals as needed, both quantitative and qualitative.
• Researches alternate vendor solutions or service models to maximize efficiency and minimize spend.
• Maintains weekly micromart sales reporting as well as RFP, budget, and actuals variance reports.
• Maintains supplier workflow process updated with the required questions, forms, and approvals before assigning classification and segmentation on Jaggaer.
• Generate daily employee and vendor Interactive Voice Response (IVR) reports for COVID-19 exposure and adhere with NYS IVR mandate as required. Runs confidential reports on building activity to monitor COVID-19 exposure.
Lease Administration
• Verifies real estate taxes and common area charges(?) and schedules payments through Infor Lease Management.
• In cooperation with manager, works with Facilities department on rent adjustments for work performed internally that will require landlord and lease alterations.
• Assists in maintaining accurate and auditable records of all Lease Management transactions, including landlord notices and correspondence.
• Renews, terminates, or retires real estate leases.
• Act as a SME for LeaseQuery Lease management system to help resolve any vendor issues or payment issues on the system. Enters and maintains property information on LeaseQuery Lease Management system.
• Creates custom reports on the system for Audit purposes and to identify lease activities in the database.
• Maintains relationship with the landlord or property manager to ensure accuracy of documents and financial records.
• Builds new lease/property prospect comparison tables and maps for prospective moves to be presented to senior management for review/approval.
Vendor Management
• Builds and maintains a Facilities' Vendor Master. Conducts vendor reference checks.
• Follows assigned contract documentation from requisition receipt, through execution and administration, and integrated into on-going vendor performance governance. Participates in vendor management governance meetings with suppliers. Participates in re-organization and/or termination activities related to vendor relationships.
• Enters contracts into SciQuest and maintains a status on their progress.
o Prepares Statement of Work (SOW), Scope Change Requests and Amendments. Conducts Initial Risk Assessments. Acts as a liaison between vendors and data security while conducting Technical Compliance Assessments and Business Compliance Assessments. Submits Technology Request Process ("TPR") for software renewals.
• Coordinates and amends changes into contracts when determined.
• Responsible for coordinating storage of documents into the contracts database.
• Compiles requirements for Request for Proposals ("RFP").
o Contributes to building the RFP pricing structure for service/good being bid, review business terms for negotiation accuracy. Organizes site visits during the bidding cycle. Requests financial assessments on new vendors from Finance. Assists Facility Managers with smaller bids as needed by obtaining quotes and summarizing results.
• Monitors vendor performance against Service Level Agreements (SLAs) to ensure internal and external customer quality expectations and production turnaround timeliness metrics are met. Charges and credits vendor impact fees as outlined in the SLAs based on KPI performance.
• Verifies invoice accuracy, resolves billing issues to facilitate approval process for top suppliers. Resolves contractual and pricing issues with supplier representative.
• Assists in the development of supplier performance metrics to monitor and evaluate supplier performance.
Implementation/Project Management
• Manages all phases of vendor transitions and related facility projects. Responsible for initial program / scope development; effectively interacts with all levels of staff. Plans, prepares, implements approved projects.
• Leads software implementations to include project management, data mapping/architecture, attribute formation, report structure, user role management, procedure drafting, testing, and training.
• Participates in and/or leads vendor implementation and transition processes upon completion of a sourcing event to ensure the operational turnover has been successfully completed.
• Leads project team meetings, coordinates all efforts, assigns and maintains accountability for project deliverables. Responsible for effectively communicating throughout the project and at key milestones with project team, stakeholders, and management regarding project status, models and encourages collaborative approach to resolving conflict and reaching project objectives.
• Responsible for tracking and reporting on any unforeseen transition costs.

Minimum Qualifications
• Bachelor's degree in Business Administration, Economics, Statistics, Finance, Facilities Management, or related field. Three or more years of analytical experience. MBA in Information Systems preferred.
• Three or more years of analytical experience within finance, procurement, vendor management, real estate and/or related fields.
• Knowledge of business and corporate terms and conditions for vendor contracts.
• Strong relationship building skills and experience with strategic outsourcing/vendor engagements and relationships.
• Proven analytic skills in summarizing data, root cause determination, and error recognition.
• Experience with budget management, inventory control, quality control, and cost/benefit analysis.
• Demonstrated project management skills/experience.
• Ability to develop and implement process improvements.
• Demonstrated strong attention to detail in reviewing documents for quality.
• Advanced skills in Microsoft Word and Excel, and intermediate level Power Point skills.
• Proficient in SciQuest and Infor software or related ERP system.
Physical Requirements
• Ability to travel across the Health Plan service region for meetings and/or site visits as needed.
Salary Range(s):
The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in additional to internal equity. The posted salary range reflects just one component of Excellus's total rewards package. Other components of the total rewards package may include participation in group health and/or dental insurance, retirement plan, wellness program, paid time away from work, and paid holidays.
