Job Description

Summary

The incumbent serves as a Grants Management Specialist within the DGSI's Federal Financial Report (FFR) processing center, which supports the review, acceptance, and ultimate approval of FFRs. In addition, the processing center assists in the closeout process by completing the necessary financial closeout functions, including reviewing final FFRs, submitting transactions in the HHS Payment Management System (PMS) and verifying the closure of the awards by reviewing the appropriate reports.

Qualifications

In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-11 level, you must have:

A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR

B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by assisting with financial/cost analysis. 2.) Tracking expenditures to ensure compliance with grant/cooperative agreement terms and conditions. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). AND 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). OR

C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Advising applicants and grantees on financial and business management issues. 2.) Monitoring grant/cooperative agreement-related budget to prevent lapse in funding. 3.) Teaching grant/cooperative agreement-related procedures and requirements to junior-level colleagues or management. AND 4.) Evaluating grant/cooperative agreements (e.g., reviewing reports, performing on-site visits) to ensure compliance with organizational policies (e.g., financial) and laws/regulations.
