Summary

This National Guard position is for a HR SPEC (INFO SYS) (TITLE 5), Position Description Number T5030000 and is part of the HRO located in Draper, with the Utah National Guard.

Priority will be given to all current, onboard employees of the UTNG.

The selecting supervisor for this vacancy is Mr. Matthew Hicken.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position may be telework eligible after completion of probationary period based on the needs of the organization.
  • This position is not eligible to be in the union.
  • Potential for incentive pay.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately.
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
  • Ability to write English in reports and presentation formats.
  • Ability to communicate clearly and effectively.
  • Skilled in presenting formal training presentations and briefings.
  • Ability to assess body language and perceive emotional and/or distress levels.
  • Skilled in applying procedures and directives by reading and interpreting program material.
  • Experience with Microsoft Power BI and Sharepoint programming.
  • Proficient with Microsoft Access and Excel programming and reporting.
SPECIALIZED EXPERIENCE GS-9:
Must possess minimum 1-year specialized experience equivalent to GS-0201-7. *** Must submit SF-50 to support series claim ***

OR:
  • Knowledge of all the human resources functional areas and their data requirements pertaining to the automated personnel data system. Applies a basic knowledge of technician and AGR personnel procedures that impact on or are related to automated personnel data system operating procedures, capabilities and requirements.
  • Knowledge of HR methods, principles and practices, including processing knowledge of staffing, recruitment, benefits, position classification, etc., terminology, provisions and restrictions translate HR business practices into information system requirements, to train users on established practices, and uses of the system.
  • Application of technical skill, knowledge, and judgment in the use of the fundamental principles, concepts and techniques of human resources administration and knowledge of the occupational and organizational structure served.
  • Knowledge of documentation procedures, customary fact-finding approaches, or similar established techniques and requirements to maintain and enhance data needs to the service population, to provide HR reports.
  • Knowledge of a wide range of methods, principles, practices and terminology in all human resources functional areas to assist the primary Human Resource Specialist (Information Specialist) in maintaining data quality in the personnel data system(s) used in the state.
  • Knowledge required to train users on established practices, and uses of the database system(s) and design, retrieve and provide HR reports to serviced population.

SPECIALIZED EXPERIENCE GS-11:
Must possess minimum 1-year specialized experience equivalent to GS-0201-9. *** Must submit SF-50 to support series claim ***

OR:
  • Knowledge of a variety of HR management functions to coordinate actions relating to information systems changes and requirements.
  • Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, precedents, rules and procedures of National Guard full-time employees (dual status(DS)/non-dual (NDS) status, Active Guard Reserves, Active Duty Special Work (ADSW), etc.), as they relate to system processes/functions capabilities and the infrastructure supporting the HR information system, sufficient to provide advice and guidance to state level HR management.
  • Knowledge of the relationship between management needs and National Guard goals and objectives, to include the differences between the philosophies of the Army National Guard versus the Air National Guard.
  • Basic knowledge of common gateway interface (CGI), client-server environments, trace route, internet protocols addresses, port identification to help resolve printer, client- server issues.
  • Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding of findings and recommendations.
  • Skill in conflict resolution and team building.
**Selecting supervisor will determine the hiring grade based on current skills**

Education

A high school diploma or general education development (GED) diploma is required.
An undergraduate degree from an accredited college/university is desired.
A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
