The Opportunity
Life company has a broad spectrum of modern and legacy applications across disparate infrastructure ecosystems, from the host to AWS and everything in between. We are seeking a DevSecOps team leader to oversee all life company infrastructure needs across this wide spectrum. The candidate selected will be expected to:
- Partner with architecture, enterprise and internal LOB counterparts to chart a technical infrastructure roadmap and influence enterprise roadmap for Life Co's future capabilities needs .
- Oversee and improve our infrastructure TCO (total cost of ownership) balanced for performance needs
- Educate our development community on best practices related to maximized infrastructure efficiency and effectiveness.
- Oversee routine exercises and plan for unexpected DR/BC activities.
- Oversee production availability and recovery activities.
- Partner with our internal enterprise DevSecOps team to use the automation and self service tooling provided for our developers to ensure maximum develop productivity and application security as early in the process as possible.
- Participation in public facing events (TechX, AWS RE:Invent, etc) to evangelize life company successes and advocate for our needs.
In so doing, we seek to increase the overall awareness of the infrastructure options available for our developers to have and choose the right tool for the job, while also ensuring Life company runs the most cost effective infrastructure in the way that ensures the highest DR and availability needs.
As a dedicated IT Senior Manager of DevSecOps, you will manage teams that are responsible for delivering and/or managing one or more technical support activities. You will authorize and influence the development and delivery of technical solutions that enable optimal business performance. You will be accountable for technical leadership in the plan, design, development, testing, implementation, or maintenance of technical solutions. You will lead and direct change management, process improvement, and technical support initiatives. You will also provide direction and analytical support and direct business plan development to execute initiatives.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position will be based in our San Antonio, TX headquarters. Relocation assistance is available for this position.
What you'll do:
- Responsible for developing, maintaining, testing, and monitoring an internal control environment, including preventative and detective controls, to effectively manage risks.
- Builds and oversees a team of employees for assigned technology support area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities
- Provides leadership for those involved in the development, design and optimization of technology support functions supporting business and/or technical processes.
- Manages the identification, research, and analysis of business, process, and technology opportunities.
- Informs and tracks metrics for technology support capabilities and/or processes (KPIs, KRIs, etc.).
- Conducts or oversees technology efforts by applying technical expertise; promoting adherence to all procedures and policies.
- Partners with key functions to align IT strategy and initiatives in support of business strategy and goals.
- Operationalizes documentation standards and quality assurance methodologies for technology support functions and ensure adherence to standards by respective team.
- Manages and forecasts unit level expenses which may include department allocations, Product/Component, 3rd Party, project/program, software and vendor expenses.
- Manages and leverages the relationship with 3rd Party vendors to ensure achievement of technology support objectives.
- May be responsible for vendor management activities including service agreements, staff augmentation and technology contracts.
- Role models USAA's mission, core values, culture and desired behaviors - including a sound risk culture.
- Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
What you have:
- Bachelor's degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
- 6 years of experience in a technology function to include 2 years leadership experience, demonstrated in either a supervisor or individual contributor role, of IT Professionals in a Software Development/Engineering or Infrastructure environment.
- Hands on experience actively driving the technology life cycle from requirements analysis, feasibility estimates, design, code, configure, documentation, testing, implementation, and support.
- Experience building or leading multi-disciplined technology teams using industry best practices.
- Experience coaching and advising team members to help them accomplish project goals, meet established schedules, and resolve technical and operational issues.
- Ability to drive a culture of quality and personal accountability through technology support teams.
- Relevant knowledge in technical domains that reside within Infrastructure Services, Data or Application Development.
- Demonstrated critical thinking and problem-solving skills.
- Demonstrated experience in translating needs into requirements.
- Demonstrated experience explaining complex technology decisions to both technical and nontechnical audiences.
- Understanding of relevant industry frameworks, i.e. COBIT, ITIL, SaFE, etc.
- Understanding of Legislative and Regulatory Compliance Requirements.
What sets you apart:
- 2+ years working as a leader of a DevSecOps team of at least 5 members
- 2+ years experience in AWS DevOps: EKS Fargate, AWS RDS or Aurora, VPC, Secrets, AMQ, Cloudwatch, Macie, etc
- 2+ Years experience building, evolving, and maintaining a scalable continuous build and deployment pipeline using mature CI/CD automation practices (for example UCD and GitLab, Jenkins, etc.)
- Experience in migrating traditional software products to the AWS cloud
- Prior large scale modernization experience, at least $10M in size
- 1+ years of working with sensitive data controls on the cloud
- 2+ years working on life insurance domain related systems Life Insurance, Annuities, Health Insurance, etc)
- US military experience through military service or a military spouse/domestic partner

What we offer
Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $120,550 - $216,990
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
