Job Summary

This Lead Technical Analyst - Digital Productivity role is within the Digital Productivity portfolio in the Digital Office and supports enterprise-wide technology solutions like ITSM platform and Microsoft. The Lead Technical Analyst is the point-person for demand management, defining the needs of business stakeholders, gathering and documenting requirements, developing cost estimates, and recommending technology solutions that deliver value. The Lead Technical Analyst oversees the documentation of requirements across multiple projects or products, performing the tasks themselves or managing the work of one or more analysts. The Lead Technical Analyst monitors system performance and defects to ensure it is meeting agreed upon service levels and identifies solutions or alternatives when it is not. The Lead Technical Analyst regularly meets with business stakeholders to review portfolio status, review system performance, ensure systems are security-compliant, and plan for upcoming demand.

Job Responsibilities• Build and maintain strong relationships and rapport with business leadership, vendors, and Digital Office supporting teams. Communicate business strategies and priorities to Digital Office stakeholders, and communicate Digital Office strategies and priorities to business stakeholders.• Meet with business owners of systems in the portfolio to understand how well the systems are supporting their capabilities. Assist in the prioritization of defect fixes and enhancements and then manage the request for change process. When necessary, escalate incidents and problems with the operations team to ensure prompt attention and resolution.• Plan and conduct requirement elicitation by applying techniques such as workshops or interviews and then document the requirements in an appropriate format. Analyze, synthesize, and refine elicitation results into requirements and designs. Ensure that requirements and designs specifications and models meet quality standards and are usable for the purpose they serve. Collaborate with other Digital Office functions (e.g., Enterprise Architecture, Corporate Information Security Office, Indirect Procurement, Operations) to ensure that IT-specific requirements are incorporated into the solution.• Ensure that requirements and designs are accurate and current throughout the lifecycle and facilitate reuse where appropriate. Continually evaluate and rationalize changing stakeholder requirements.• Document "as is" (current state) and "to be" (future state) processes, and then perform gap analysis to determine a solution approach and scope. Participate in mapping business strategies and capabilities to IT capabilities and develop technology roadmaps that plan the transition from current state to future state.• Define performance measures of systems, service level agreements, and collect monitoring and support ticket data to evaluate the effectiveness of a solution in relation to the value it brings. When necessary, identify alternatives and actions to improve solution performance and increase value realization.• Maintain application lifecycle plans informed by IT roadmaps to ensure sustainability of solutions.• Maintain APM data within the quality metric standards, including maintenance of software lifecycles along with business application, services and infrastructure relationships. Work with the Portfolio Manager and Enterprise Architects to align business capabilities and suggest opportunities for application rationalization.• Oversee one or more Analysts, providing guidance and reviewing work quality.• Participate in department continuous improvement initiatives and best practice areas.

Experience Requirements

Required• 8+ years of relevant technology and business process experience.• Experience in all phases of the software development life cycle including requirements analysis, design, coding, testing, implementation, and support.• Intermediate knowledge of multiple lines of business or a deep understanding of a single line of business.• Experience working with multiple software packages, platforms, or technologies.• Experience leading, mentoring and developing other analysts

Preferred• Demonstrated experience with continuous improvement processes and tools such as Kaizen, flow charts, cause and effect diagrams and pareto charts.• Demonstrated experience delivering projects with agile/scrum methodologies.• Demonstrated experience with requirements analysis tools such as use cases, user stories, domain models, conceptual models, activity diagrams, and data flow diagrams.• Demonstrated experience with requirement elicitation techniques such as requirements workshops, brainstorming, interviews, benchmarking, and prototyping.• Demonstrated experience applying project estimation techniques and contributing to business case development.• Experience collaborating with a service operations function to deliver agreed levels of services both to endusers and customers.• Experience with ITSM platforms, (e.g., IFS assist, ServiceNow).• Experience with Microsoft Power Platform

The pay range shown represents the national average pay range for this role. Your pay may be more or less than the stated range and is dependent on your geographic location and level of experience.
