Job Description

The Manager of EIT Engineering Services has direct accountability for the IT Engineering Services team and all designs created by this team. The Manager will be responsible for overseeing all IT based technical designs used within the Excellus Health Plan Inc. computing environment. This includes but is not limited to gathering business requirements, verification of design specifications, and approval of overall design criteria.

Essential Responsibilities/Accountabilities
• Provides a single point of escalation for the overall Engineering design criteria.
• Coordinates daily activities across all aspects of the IT Hosted and Non-Hosted related to the Engineering process.
• Provides resources to support the business needs for all EIT related technology acquisitions.
• Provides leadership and maintains primary accountability for all Engineering team staff as well as select application environments.
• Provides leadership and maintains support staff for all level 4 support activities.
• Provides leadership and drives expense reduction throughout the EIT organization through the optimization of infrastructure hardware and software spend.
• Acts professionally at all times and encourages professional standards among staff.
• Assess project costs, risks, time constraints and overall solutions.
• Lead team including hiring, development, and performance management.
• Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies' mission and values and adhering to the Corporate Code of Conduct.
• Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.
• Maintains knowledge of all relevant legislative and regulatory mandates and ensures that all activities are in compliance with these requirements.
• Conducts periodic staff meetings to include timely distribution and education related to departmental and Ethics/Compliance information.
• Regular and reliable attendance is expected and required.
• Performs other functions as assigned by management.

Minimum Qualifications
• Bachelor's degree in Computer Science, Information Technology or relevant field. In lieu of Bachelor's degree, four additional years related work experience. Master's degree preferred.
• Five years related work experience.
• Three years' experience managing people, with demonstrated advanced leadership skill in managing personnel through subordinate professional, management, or supervisory staff; and basic mastery in working with others in both authority and non-authority relationships on a routine basis.
• Must have very strong organizational development skills and experience in leading organizational transition.
• Ability to interpret and apply complex technical information; in-depth knowledge of systems design and implementation in an Open Systems environment
• Knowledge of teleprocessing, security and communications networks, and knowledge of technical and user-related aspects of a personal computing environment.
• Demonstrated experience with quality principles and tools.
• Demonstrated business and technical problem-solving skills.
• Strong analytical and business process development skills.
• Works effectively and efficiently in both a matrixed and 3rd party outsource environment.
• Writes and speaks fluently on all aspects of work. Communicates effectively with users/partners/external customers, colleagues 2-3 levels up/down and across a range of disciplines, and all levels of management.
• Comprehensive understanding of network architecture and client/server technology.
• Strong problem solving and communication skills.

Preferred Qualifications
• Industry experience/certification within the following technologies: Oracle, Middleware, Cloud (Azure, AWS), Windows (Server and Desktop), Nutanix, VMware, Storage and Red Hat preferred.
• Experience with automation technology such as Ansible.

Physical Requirements
• Ability to travel across regions.
