Summary:
The Manager Information Design is responsible for executing the overall strategies of Information Design to meet or exceed the needs of our internal and external customers. This position directs and evaluates the administrative responsibilities for all Information Design direct reports to ensure the Operational Data Store/Data Warehouse solutions and quality meet or exceed the requirements submitted, and not only adhere to the needs of that particular business sponsor, but any other related sponsor. The incumbent assures that information design has standards and processes in place, and that they are adhered to. Additionally, this position reviews in-progress and completed work for completeness and quality, as well as conducts overall talent review of necessary staff/skill to keep department on track and evolving.

Essential Responsibilities/Accountabilities:• Provides end-to-end oversight of the Operational Data Store/Data Warehouse solution designs and quality. This includes assuring the solutions adhere to data governance standards.• Ensures IM (Information Management) solution designs support business user requirements and corporate data strategy objectives.• Plans, directs and controls the activities of the requirements, analysis, and design phases of the systems life cycle, and provides subject matter expertise during development, testing and deployment phases to ensure quality execution and delivery. • Advocates team understanding of business processes, data needs, and challenges and translates them into solutions that are aligned with Operational and Strategic Reporting/Data Warehouse architecture.• Oversees the software quality activities to assure quality throughout the organization and in conjunction with IM Management recommends and implements strategies to improve quality and/or productivity of the organization.• Be responsible for the major quality deliverables of the IM systems development methodology and ensures that all required IM quality activities have been conducted appropriately.• Endorses team to develop and maintain current knowledge of Healthcare industry, Business Intelligence/Operational Data Store/Data Warehouse trends and technology advances• Makes certain that IM has the talent, processes and practices in place to support future Health Plan analytic capabilities.• Develops strong relationships with both the business community and the IT organization and has a deep understanding of current business processes and industry best practices.• Collaborates with IM Leadership, Data Governance, Enterprise Architecture, Data Architecture, and IT Infrastructure to assure ongoing departmental strategy development and execution.• Assists in the development of metrics, standards, governance and processes required to manage the area.• Responsible for oversight of specific managers and/or staff who work within specific functional areas and interfaces with all Health Plan departments.• Plans, schedules, monitors, and reports on activities related to all priority projects. This position presents project updates and progress to senior IM/IT and functional area management.• Consults with management, sponsors, and project teams to review project scope/progress and resolve project issues. • Promotes learning and knowledge transfer between team members, peers and outside contractors. • Conducts regular coaching and mentoring sessions with direct reports to review progress of Goals & Objectives • Acts as Change Leader implementing and driving changes that benefit the Lifetime Healthcare Companies• Interviews, selects, and trains Managers, Team Leads and/or Staff of Information Design. Evaluates and appraises performance, and makes recommendations for merit increases and advancements. Motivates and counsels department personnel to increase efficiency and encourage career development.• Drives an environment of continuous improvement and best practices. Constantly explores ways to increase efficiencies and productivity, reducing waste, and reducing costs. • Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies' mission and values and adhering to the Corporate Code of Conduct, and Leading to the Lifetime Way values and beliefs.• Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.• Maintains knowledge of all relevant legislative and regulatory mandates and ensures that all activities are in compliance with these requirements.• Conducts periodic staff meetings to include timely distribution and education related to departmental and Ethics/Compliance information.• Regular and reliable attendance is expected and required.• Performs other functions as assigned by management.

Minimum Qualifications:• BA in Computer Science, Business Administration, Finance or related field. In lieu of degree, 4 additional years work experience in data processing, structured programming techniques, and other related IT fields. • Eleven years related work experience.• Three years in a leadership role.• Healthcare Payer and/or Healthcare Industry experience strongly preferred. • Must have complete lifecycle experience in Operational Data Store/Data Warehousing with multiple projects. • Experience in Operational Data Store/Data Warehousing, information access set up, and ETL required. • Expertise in structured systems analysis and design, user relations, data gathering techniques, formal test methods, and management information systems.• Experience and/or demonstrated knowledge of quality strategy and process definition.• Experience and/or demonstrated knowledge of testing plans, test results and test scripting development.• Team player with strong interpersonal skills.• Demonstrated experience with Operational Data Store/Data Warehousing in an Oracle environment.• Demonstrated skills in quality principles especially root cause analysis and problem solving.• Demonstrated business process development skills and strong analytic, diagnostic, and technical problem solving skills.• Demonstrated competence in technical leadership and facilitation tasks.• Expertise in project planning and project management.• Excellent written and verbal communication skills.• Capable of successfully delivering on multiple projects and priorities simultaneously.

Physical Requirements• Ability to travel across regions.
