You will help large, complex government organizations to transform their global human capital, training, and education enterprise. The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility and require extensive proving and analysis.

Role Responsibilities
  • Reports to and interfaces with the Vice President Service Delivery to identify resources required for project success.
  • Engages with members of Technical Assent’s Finance, Growth, and Capability teams to carry out their responsibilities in managing their portfolio.
  • Works as part of a cohesive Service Delivery team to collaboratively improve Service Delivery at Technical Assent; accountable for exceptional outcomes and client experience while delivering value to the bottom line. 
  • Performs as Project Executive for a Portfolio of projects:
    • Oversees Project Managers within the designated Portfolio by providing training, coaching, and/or direct support for project delivery as needed throughout the project lifecycle.
    • Supports and guides Project Managers in designing and executing project plans that adhere to contract terms/conditions and meet client objectives within contract scope.
    • Supports and guides Project Managers in creating managing cohesive teams of consultants to execute project plans and realize client outcomes at a high level of quality.
    • Supports and guides Project Managers in budget tracking, including monitoring actual budgets against planned budgets, forecasting contract burn where appropriate, and developing strategies to improve financial management of projects when needed.
    • Ensures clarity of tasking amongst project mangers and other delivery support staff
    • Independently identifies and manages risks with project managers.
    • Leads interactions with government contracting officers and clients, including extremely senior government officials, to discuss project goals, outcomes, and needs; as appropriate, advises government personnel on subject matter relevant to project work and/or contractual matters.
  • Coordinates amongst Project Managers and Portfolio Managers to share information, tools, and techniques that improve client outcomes and foster growth opportunities.
  • Participates in Talent Management activities within their Portfolio to include identifying backfill staffing needs, forecasting staffing needs for organic growth, helping to extend the reach of the talent team’s recruiting efforts, and conducting interviews when needed.
  • Responsible for business development activities, including capture and proposal development, within designated portfolio, with a particular emphasis on ensuring that active contracts secure follow-on work and winning additional work within the portfolio as part of Technical Assent’s “organic growth” goals.
    • Develops business partnerships with potential subcontractors and primes to extend our capability. 
    • Develops client and prospect relationships as a trusted advisor/Subject Matter Expert through well-researched recommendations. 
  • Mentors and facilitates Project Managers and project staff in lending their subject matter and project management expertise to the business development team when there has been a request for help on a “new growth” pursuit. 
  • Increases contribution margin of awarded engagements by building and maintaining organizational capabilities (tools, technology, talent) that reliably and consistently deliver high-quality services. 
  • Mentors others and shares knowledge, expertise, and experience through writing and speaking 8-12 times per year. 
  • Maintains a professional demeanor that is consistent with Technical Assent core values at all times.
Principal Consultant Responsibilities
  • Builds corporate capability and sustains a profitable consulting practice that delivers client outcomes and measurably improves client performance using customer experience as a primary driver for change.
  • Accountable for exceptional outcomes and client experience while delivering value to the bottom line.
  • Leads entire teams to plan task timelines and directs the allocation of staff support to complete tasks and provides integrated program management for large, complex projects and programs.  
  • Increases contribution margin of awarded engagements by building and maintaining organizational capabilities (tools, technology, talent) that reliably and consistently deliver high-quality services.
  • Takes responsibility for achieving corporate goals and collaborates with peers to grow revenue by leading specific business capture and business development pursuits.
  • Develops business partnerships with potential subcontractors and primes to extend our capability.
  • Develops client and prospect relationships as a trusted advisor/Subject Matter Expert through well-researched recommendations.
  • Mentors others and shares knowledge, expertise, and experience through writing and speaking 8-12 times per year.
  • Maintains a professional demeanor that is consistent with Technical Assent core values at all times.
Travel & Location Requirements
  • Must have the ability to travel frequently
  • Preferably located in the Washington, D.C. or surrounding DMV area (D.C., Maryland, Virginia)
Required Qualifications
  • Bachelor’s Degree
  • 10+ years of experience in government consulting
  • Experience managing projects according to PMBOK best practices and principles.
  • Experience managing large government IDIQs worth $10m or larger.
  • Experience managing consulting engagements that encompass on one or more of the following disciplines: Service Design, Customer Experience, Employee Experience, Human Centered Design, or Business Process Improvement.
  • Demonstrated understanding of government contract types (fixed price, labor hour, time and material) and how to manage projects effectively within each structure.
  • Demonstrated experience managing government and industry partner stakeholders to support project execution of contracts and projects.
  • Exceptional communication skills (verbal and written) for executive stakeholders.
  • Ability to obtain a security clearance.
Preferred Qualifications
  • Project Management Certification (PMP)
  • Experience working with the USDA, HUD, DoD, or VA
