The Product Owner (PO) is a member of the Agile Team and a conduit between the Agile Team and the business. The PO is responsible for defining the vision, scope, and priority of the team backlog and owns the user story prioritization in accordance with the priority of the Product Manager and Business Stakeholders.

This individual must possess strong data management understanding specific to Medicare and Medicaid healthcare data along with focuses on respective components of the data ecosystem - file ingestion/downstream integration, proper use/consumption, governance, quality, and stewardship.

The Product Owner represents the voice of the customer at the team level to ensure the team is working on stories that maximize business. They must have strong business skills and experience, with either some past experience working with technology teams/software development, or the ability and interest to learn how to work with technology teams.

Primary Responsibilities
  • Accountable for decomposing features into manageable pieces of work called User Stories
  • Elaborate and refine the detailed requirements (User Stories)
  • Prepare for and participate in sprint planning
  • Promote acceptance test-driven development by engaging the team in defining story acceptance criteria
  • Understand business and technical work being delivered by the team
  • Participate in team demo and sprint retrospective
  • Attend weekly PO sync meetings
  • Partner with the team to plan sprint demo
  • Define and execute improvement stories
  • Prioritize work for team by discussing trade-offs with business
  • Partner with business stakeholders to answer questions/clarify asks from the scrum team

Qualifications
  • Medicare and Medicaid data experience
  • Knowledgeable of Healthcare data concepts across Enrollment and Fulfillment; Billing and Reconciliation; Claims Intake, Adjudication and Encounters; Claims Provider, Pricing, and Capitation
  • Background in health plan data management, government programs especially preferred
  • Ability to elicit and develop high level requirements at the feature level
  • Assist Product Manager in roadmap creation and proven ability to articulate product vision for features across teams
  • Ability to review and accept the outcome of the demo/sprint/release for feature completeness and quality and provide feedback
  • Resilience and resourcefulness

Technical Skill Requirements
  • Expert level SQL and/or Teradata knowledge required.
  • Medicare/Medicaid business knowledge across reporting, analytics and proper use/consumption.
  • Knowledge of scoping complex data requirements/issues and driving through to completion.
  • Knowledge of project and change management and associated methodologies, techniques, processes, and approaches (e.g., Project and Portfolio Management Methodology - PPM).
  • Knowledge of Agile principles.
  • Familiarity with Jira preferred.
  • Assist Product Manager Budget, cost, and profitability management skills.
  • Knowledge of resource management tools.
  • Credibility as a senior-level project contributor.
  • Strategic Thinking: Ability to juggle multiple goals and deadlines in the context of the big picture.
  • Team Leadership & Development: Ability to mentor, coach and effectively transfer expertise to others.
  • Facilitation, Negotiation & Problem Resolution Skills: Ability to build a strong network and relationships at executive levels with technology and solutions, customers, and vendor groups.

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 89,800 - 149,600 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
