Summary:

The Public Policy Strategy Manager is a part of a team that empowers the organization to understand policy trends that impact it and evaluate the impact to our business, develop strategies to prepare for the future, contribute to the policy process when appropriate, educate key internal and external stakeholders on the legislative landscape, and comply with existing mandates with a focus on the wider organizational strategy. This role supports and will provide assistance to business areas for developing strategies in preparation for and response to identified legislative and regulatory risks and trends.

Essential Responsibilities/Accountabilities
• Monitors the policy landscape and disseminates intelligence from key external partners, leveraging the BCBSA, the media, industry journals, etc. for public policy trends that impact our business.
• Maintains issue tracking database and develops reporting to be used by organizational leaders for awareness of the legislative environment. Collaborates with the Regulatory Compliance team to ensure appropriate documentation, tracking, and engagement on possible policy impacts.
• Designs and performs detailed policy analysis and standards for legislation and key issues impacting our business in coordination with internal and external subject matter experts. Creates and maintains summaries and performs deep dives. Prepares high quality written materials to support advocacy, government relations and public policy priorities including memos, reports, and letters.
• Coordinates subject matter experts to develop stances and responses to policy questions raised by internal research or external inquiries.
• Researches, develops, and provides recommendations on strategic actions to take in response to public policy trends or changes in conjunction with business area, legal and compliance.
• Provides up-to-date information to key stakeholders and business area leaders regarding substantive policy matters impacting them via presentations, written updates, blog articles, etc.
• Create talking points and prepares key stakeholders for legislative engagements.
• Works with corporate communications and other internal teams to develop and identify appropriate collateral and communications to proactively share with key legislative offices and employees.
• Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies' mission and values and adhering to the Corporate Code of Conduct and leading to the Lifetime Way values and beliefs.
• Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.
• Regular and reliable attendance is expected and required.
• Performs other functions as assigned by management.

Minimum Qualifications
• Bachelor's degree in Political Science, Communications, Public Relations, Public Administration, or related field. In lieu of a degree six (6) years of experience required.
• Five (5) years of experience working in government, journalism, public policy, regulatory compliance, advocacy, or a related field required.
• Master's degree in public policy administration a plus.
• Knowledge of local, state, and federal legislative and executive processes as well as knowledge of the health care industry.
• Ability to grasp complex policy issues and communicate key messages with internal and external stakeholders.
• Ability to be a strategic thinker with clear and concise written and oral advocacy skills.
• Ability to work in a highly matrixed and collaborative environment.
• Exceptional organizational skills and the ability to simultaneously manage multiple demands.
• A self-starter who is intrinsically motivated but also a good teammate.

Physical Requirements
• Ability to work prolonged periods sitting at a workstation and working on a computer.
