They manage the team providing software development, implementation, testing and Tier 3 support. What YOU will do:
  • Manage the day-to-day activities of the Application Development and QA teams
  • Oversee the development, deployment and support for applications, systems software and enhancements to existing applications. Ensure that new software integration meets functional requirements, system compliance and interface specifications.
  • Work with vendors to ensure proper functionality of existing software technologies
  • Partner with product owners to create long term plans for application development from implementation through end of life
  • Continuously evolve the development processes, tools and methodologies used.
  • Write relevant policies and procedures that outline all aspects of application development and maintenance.
  • Responsible for the architecture design, development, and implementation of new systems
  • Ensure KPIs are met for production systems
  • Collaborate closely with the IT Leadership team providing technical guidance to define HMAs corporate technology strategy, ensuring that the technology platforms and solutions delivered support business objectives
  • Work with technical and business leaders to understand challenges and incorporate plans to address these into the strategy.
  • Acts as a focal point for any escalations and collaborates with other teams and vendors to delivery changes, fixes, and enhancements
  • Effectively support, train and manage IT staff, drive continuous improvement, and align work to business needs.
  • Contribute to the team effort by accomplishing project tasks on schedule
  • Contribute to the development of a business applications strategy that enables future growth
  • Maintain strong relationships with IT peers, business leaders and 3rd party partners.
  • Keep abreast of emerging information technologies, related industry best practices, and vendors that could be leveraged to gain efficiencies and achieve business goals.
  • Lead/participate in vendor contract negotiations for all software, and services.
  • Create and publish metrics that provide visibility into the team's activities towards business deliverables.
Resource Management Functions
  • Accountable for the administrative management of 7-12 IT professionals, either as direct reports or contract employees.
  • Manage staff, including recruitment, performance management against objectives, career development, disciplinary actions, coaching and mentoring.
Knowledge, Experience, and Key Attributes needed for Success:
  • Bachelor's degree in Computer Science, Engineering, or Business Administration
  • 5 years of leadership experience in managing high performing teams
  • 7+ years of IT work experience
  • Good understanding of architecture, scalability, availability and performance considerations as well as its impact on quality engineering
  • Direct experience managing applications and/or systems management.
  • Excellent execution skills. Ability to achieve and measure results and progress.
  • Ability to work independently, plan, organize, prioritize and meet deadlines.
  • Expert knowledge of system and software quality assurance best practices and methodologies.
  • Expert knowledge of SDLC, Agile/SCRUM best practices and methodologies.
  • Excellent project management and leadership skills with incredible customer service focus.
  • Knowledge of, or desire to learn, applicable data privacy practices and laws.
  • Knowledge of EDI preferred.
  • Experience with insurance industry and/or claims processing is preferred
  • 7 years' experience in information technology, application development, or systems development which includes previous program or team leadership experience
  • Leadership and management skills with an orientation for action and results, with a proven ability to build, manage, and retain high performing successful collaborative work teams
Technical Skills
  • Design and/or development experience with .NET, C#, ASP.NET, Web Services, Message Queue
  • Strong background in object oriented development techniques, design patterns
  • Experience with concurrent development source control (Git) and continuous integration (Jenkins or Bamboo)
  • Experience with development tools, including TFS, VSTS, Docker, Jenkins, Azure DevOps, GitHub
  • Experience with QA automation framework and tools
  • Experience with cloud platforms, Azure experience is preferred
  • Experience in Azure based web application development involving (Microservices, App Services, ADLS, ADL, Key vault, Service Fabric, Azure Cosmos DB)
  • Experience with SQL platforms (e.g. SQL Server, Azure SQL, MySQL, Azure Cosmos DB)
