Senior Contracts Administrator
Job Description
Join Systems & Technology Research's (STR) growing Contracts team as a Senior Contracts Administrator where your skills will support a diverse contract portfolio of DoD and Intelligence Community Contracts focused on Research & Development, System/Product Development and Mission Solutions. This position will be based in the Woburn, MA office with a hybrid work schedule an option.

The successful candidate understands how to develop professional relationships as a trusted strategic business partner providing counsel to STR Business leaders and applying Federal procurement and regulatory subject matter expertise to Customer transactions. This role offers unparalleled opportunities to lead contract activities within a growing and diverse set of Government and Prime Customers. In this role, the successful candidate will work with business teams to prepare proposals, negotiate transactions developing "everyone win" solutions, identify business risk and offer mitigation options, and build customer relationships while advancing one's personal subject matter expertise through direct hands-on experience.
Overview:
Reporting to the Director of Contracts, the Senior Contracts Administrator is a highly motivated professional who will be responsible to independently support proposals and contract activities within STR's diverse portfolio of Government Contracts, Commercial transactions, and business development opportunities under general supervision. The successful candidate must be able to work independently with general supervision.
Role and Responsibilities:
- Perform life cycle contract administration of government contracts within a diverse Contacts portfolio
- Review Solicitation documentation and develop business proposals in collaboration with Program Management and Finance while coordinating with Subcontracts and Purchasing as required
- Advise management of contractual rights and obligations and as needed, provide interpretation of terms and conditions.
- Maintain official Contract records including contractual documents and correspondence with customer and respond to company data calls for assigned programs.
- Review, negotiate and execute non-disclosure agreements, associate contractor agreements, teaming agreements, license agreements, and other types of agreements.
- Ensure compliance with Regulatory requirements and Company Policies.
- Provide Strategic Counsel to Program Managers
- Interface and collaborate across various departments, with Senior and program management, and customer counterparts.
- Collaborate, coordinate, and communicate effectively and professionally with internal and external customers, partners, and stakeholders.
- Adhere to the STR Code of Ethics and Business Conduct
- Other duties as may be assigned by Contracts Management
Qualifications for a Senior Contracts Administrator:
- Bachelor's Degree or higher (consideration will be given to relevant experience)
- S. Government issued 'Secret' Security Clearance or ability to obtain, TS clearance/SCI eligible highly desirable; This position requires a Secret security clearance, for which U.S. citizenship is needed by U.S. Government.
- Five + years of federal government contracting experience with DoD and IC contracts
- Strong working knowledge of FAR/DFARS and general contracts law principles
- Familiarity with export control laws and regulations
- Ability to read, interpret, and apply federal regulations and related acquisition policies and guidance to actual situational contexts
- Experience with various contract types and vehicles (i.e., CPFF, FFP, T&M, Cost-Reimbursement, Labor-Hour, IDIQ, OTA)
- Experience with other agreements-NDAs, CRADAs, Teaming Agreements, ACAs
- Familiarity with Commercial terms and conditions and/or special contract clauses such as intellectual property protection
- Direct experience working with program management, finance, quality, engineering and/or manufacturing
- Excellent written and verbal communication skills
- Excellent negotiation skills
- Must be a team player, proactive, possess excellent problem-solving and critical-thinking skills, and have thorough organizational skills
- Ability to work and multi-task in a dynamic, fast paced environment
- Can work successfully with limited supervision
- Able to manage priorities, including meeting deadlines, effectively working with teams to meet deadlines
- Possesses Intermediate - Advanced MS Office skills
- Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences
