Job Summary: The Sr. Director of Program Management leads the program management function for a business or a group of businesses. Oversees several related programs and ensures that the overall goals are met. Works closely with the Cubic Program Management Cost Control Office to create and revise programs tools, policies and guidelines, and ensures compliance with government regulations and management objectives. Partners with all internal functions responsible for product design, production, delivery and support of product(s) assigned.
Essential Job Duties and Responsibilities:
- Responsible for through-life performance of all programs within the Business Unit, including project EVMS, EAC/ETC, non-recurring & recurring costs, schedule and quality adherence, customer satisfaction, and management of opportunities, risks, customer or other program escalation
- Implementation and application of Program Lifecycle Management to ensure effective governance of programs including program reviews and gate reviews
- Management and coordination of escalated issues.
- Assessment and development of program managers, project managers/CAMs and PP&C to ensure effective execution and performance programs within the Product Group
- Ensuring that underperforming programs are recognized and the appropriate recovery actions taken
- Leading deployment of Program Execution and Predictive Performance initiative within the PM function
- Supporting the preparation of proposals during bids for new business.
Must Have Skills
- 10 years of program management experience in a production industry (preferably Defense, Space or Aerospace)
- 8+ years of program finance/business analytics experience or program scheduling support for government or EVMS-required programs (customer or internally funded)
- Exceptional leadership and strategic thinking capabilities along with the ability to interface with cross-functional disciplines; planning and prioritizing work across multiple programs to meet commitments, using excellent interpersonal skills to drive tasks to completion
- Possesses a strong technical background to understand and evaluate the technical specifications, requirements and capabilities associated with the program
- Broad/deep scheduling and/or cost controls skillset
- Proficiency with resource-loaded schedules using Primavera (P6), Open Plan, MS Project, or other software
- Control account management including budget baselining, reforecasting, variance analysis, and managing EACs, ideally through EVMS
- Experience with large project data sets, project planning efforts, and integrating program cost and schedules
- Broad experience in business, engineering and manufacturing management working in a product development organization
- Strong customer focus and relationship management capabilities.
- Strong capability with program and project management methodologies applied across large complex organizations and programs.
- Exceptional stakeholder engagement and management abilities to align diverse stakeholder groups towards common goals
- Self-motivated with problem solving and decision-making skills
- Demonstrated ability to manage multiple activities and projects
- Excellent communication and presentation skills with the ability to develop clear and detailed plans
Desired
- Experience establishing new programs
- Proven record of hands-on development and implementation of company-wide process improvements
- P6, SAP, or other cost/schedule integration and analysis tool experience
- Successful support of programs through DCMA/DCAA, joint site surveillance, or other government audits
- Proposal support including pricing for bids requiring certified pricing
- MBA, or Project Management certification (PMP/Certified Project Manager)
Minimum Job Requirements:
Four-year college degree in accounting, or equivalent, plus a minimum of ten years related experience. Must communicate effectively, both verbally and in written form, with all levels of employees including upper management. Must be competent with personal computer and be familiar with spreadsheet software (e.g., Lotus 1-2-3, EXCEL) and other Microsoft Office software. Ability to prioritize, complete multiple tasks, and work under deadlines. Able to concentrate, focus, and perform analyses. Logical approach to problem solving. Adept analytic and numeric skills required. Must be able to work at a computer for extended periods of time.
