Job Description
STR is seeking a highly motivated candidate with Federal government subcontracts experience in the U.S. Department of Defense (DoD) and Intelligence Community (IC) acquisition space to join an outstanding and growing Contracts team. This position may be Remote or Hybrid at our MA and VA office locations.
Responsibilities
- Administer Government subcontracts in compliance with FAR, DFARS, and other government regulations
- Execute lifecycle subcontract administration functions, including negotiation, cost or price analysis, and modifications
- Manage cost proposals directly with STRโs subcontractors, to include sending requests for proposals, proposal analysis, compliance activities, and proposal revision coordination
- Ensure compliance with company policies and procedures and with legal, regulatory, and contractual requirements in day-to-day execution and periodic audits
- Draft and negotiate subcontract agreements to include interpreting proper flow down requirements from the prime contract
- Define subcontract requirements and monitor performance
- Provide advice and interpretation of contract requirements
- Participate in proposal preparation and examine cost proposals to ensure compliance, accuracy, and completeness
- Collaborate, coordinate, and communicate effectively and professionally with internal and external customers, partners, and stakeholders
- Recommend and help implement process improvements to scale and optimize contracting activities and practices
- Participate in special projects
Requirements
- Bachelorโs degree
- 5+ years of federal government subcontracting experience with DoD and intelligence customers
- Strong working knowledge of FAR/DFARS and general contracts law principles
- Expertise in purchasing regulations and experience leading/participating in CPSRs
- Familiarity with export control laws and regulations
- Ability to read, interpret, and apply federal regulations and related acquisition policies and guidance
- Experience with various contract types (i.e., CPFF, FFP, T&M, Cost-Reimbursement, Labor-Hour)
- Excellent written and verbal communication skills
- Excellent negotiation skills
- National Contract Management Association (NCMA) or equivalent certifications preferred
- US Citizen with the ability to obtain a Top Secret (TS) Security Clearance
