Senior Technical Program Manager
Job Description
Operational Excellence and Automation team within the Skilling Business and Customer Success team enables organizational scale through efficiencies, simplification, and innovation. We are a team of Software Engineers and Program Managers with engineering focus on accelerating the entire content lifecycle by reducing manual and repetitive tasks through automation. The team is seeking a Technical Program Manager who will closely partner with the Engineering team to deliver key capabilities typically involving large, complex cross-functional implementation with multiple internal teams. The TPM will partner with Engineering lead to design product architecture and solutions to complex technical needs, prioritizing and delivering on the roadmap; managing project schedules and release plans; monitoring product/service performance and driving continuous improvement in quality, supportability and delivery. The incumbent would design and drives programs and/or changes that address customer needs and business priorities.

- Translate the needs of the organization and other teams into program goals and prioritize deliverables based on data-focused analysis.
- Define the program(s) goals and prioritization for the multiple feature areas (e.g., product, service).
- Engage in active risk management (proactive and reactive) to identify risks and propose mitigations for risks using data (e.g., telemetry, usage, net satisfaction, customer satisfaction).
- Define success criteria and performance metrics (e.g., Objectives and Key Results [OKRs], Key Performance Indicators [KPIs] such as quality and performance) of multiple feature areas (e.g., product, service) and work with Engineering to ensure needed telemetry is developed.
- Deeply understand the return on investment and present it to key stakeholders; Mentors others on how to define success and performance metrics.
- Partner with Engineering to design architecture and integrated customer solutions to complex technical needs for multiple feature areas (e.g., product, service). Propose design and architecture documents for multiple feature areas.
- Create relationships to drive orchestration and integration efforts for the development and implementation process of multiple features areas (e.g., product, services) for large and highly complex cross functional projects with internal teams.
- Collaborate and coordinate across the business to ensure alignment and gain buy in on product management and release, including tradeoffs, adjustments, and improvements as feasible.
- Partner with the engineering team to contribute, prioritize, and deliver on the roadmap for multiple feature areas (e.g., product, service) across divisional boundaries.
- Track, coordinate, and communicate end-to-end project schedules (e.g., epics, sprint/semester plans, milestones, timelines, releases) for multiple feature areas (e.g., product, service) across divisional boundaries. Establish and monitor processes and drive accountability with stakeholders for following the established schedule and processes.
- Lead governance programs and processes to ensure that specific performance requirements and standards are met throughout the development lifecycle (e.g., quality, compliance privacy, security, safety, accessibility).
- Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 2+ years experience managing cross-functional and/or cross-team projects.
- Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 6+ years experience managing cross-functional and/or cross-team projects.
- 1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
Microsoft has different base pay ranges for different work locations within the United States, which allows us to pay employees competitively and consistently in different geographic markets (see below). The range above reflects the potential base pay across the U.S. for this role (except as noted below); the applicable base pay range will depend on what ultimately is determined to be the candidate's primary work location. Individual base pay depends on various factors, in addition to primary work location, such as complexity and responsibility of role, job duties/requirements, and relevant experience and skills. Base pay ranges are reviewed and typically updated each year. Offers are made within the base pay range applicable at the time.
At Microsoft certain roles are eligible for additional rewards, including merit increases, annual bonus and stock. These awards are allocated based on individual performance. In addition, certain roles also have the opportunity to earn sales incentives based on revenue or utilization, depending on the terms of the plan and the employee's role. The way we define roles includes two things: discipline (the type of work) and career stage (scope and complexity). The career stage has two parts - the first identifies whether the role is a manager (M), an individual contributor (IC), an admin-technician-retail (ATR) job, or an intern. The second part identifies the relative seniority of the role - a higher number (or later letter alphabetically in the case of ATR) indicates greater scope and complexity.
