This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.

SUMMARY OF DUTIES:

The Engineer, Capital Construction is responsible for working with and reporting out on production metrics for the major capital Production work.The Engineer, Capital Construction reports to the Senior Manager, Capital Construction for the Systemwide "Region". This position will be Amtrak's "on-site" representative during the construction phase of projects and works directly with field leadership. The general duties of this position will be to assist Production and Program Management leadership to construct a project in accordance with MW1000 specifications and to monitor/report on production metrics that provide the required data to help the project meet its established scope, schedule and budget.

ESSENTIAL FUNCTIONS:

  • Assist Production and Program Management leadership to construct a project in accordance will all Amtrak Engineering Standards and Specifications (MW1000, etc.)
  • Monitor and report on various production metrics to provide the required data to best meet the goals of the project.
  • Work with Functional and Program/Project Manager to ensure the project is executed in accordance to the agreed upon scope, costs and schedule.
  • Provide daily metrics to the Ops Desk so data can be entered into Engineering's system of record.
  • Provide weekly updates to the project manager on the status of project, including any issues that occurred.
  • Perform weekly safety audits for the gang assigned to and upload into the system.
  • Provide formal monthly project status reports addressing actual and forecast costs and schedules, production units, change of status, etc. to the Program Manager of the project.
  • Attend progress meetings and report on project status.
  • Working with the Program/Project Manager, review requests for change from the field and, if appropriate, prepares a potential change notice with appropriate justification for submission to PM.
  • Attend project site walks and track outage planning meetings and offer guidance where appropriate.
  • Recommend policy/procedure improvements.
  • Communicate and implement safety rules, policies, and procedures in support of the corporation's safety vision and goals.
  • Maintains, support, and promote a safe work environment while complying with all of Amtrak's safety rules, policies, and procedures.
  • Assists in the delivery and tracking of materials and/or equipment needed to support the project.

MINIMUM QUALIFICATIONS:

  • Bachelor of Science degree in engineering, construction management or related field, or the equivalent combination of education, training and/or experience.
  • Demonstrated ability to manage multiple priorities under tight constraints.
  • Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
  • Possess strategic and tactical skills required for planning and executing complex project work.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with internal and external stakeholders.
  • Valid driver's license

PREFERRED QUALIFICATIONS:

  • Bachelor's Degree required OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • 3-6 years of relevant experience preferred
  • Practitioner experience with construction and construction management.
  • Demonstrated construction experience in a railroad environment.
  • Licensed as a professional engineer or architect
  • Certified Construction Management (CCM) or Project Management Professional (PMP) certification

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $93,080 - $120,630 for the Engineer position and $108,000 - $139,960 for the Sr Engineer position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
