Transparency Tools Business Product Manager I/II/III-012952
Job Description
Summary:
The Transparency Tools Business Product Manager is responsible for the overall consumer experience with the organizations Transparency tools. They will be accountable for overseeing and managing the planning and continual implementation for all features that improve and enhance the overall member usability and experience with the tools. This role plays a key part in providing balance between the needs of the consumers, the capability of the tools and the mandated federal, state, BlueCross BlueShield Association (BCBSA) or other governing bodies requirements.
Essential Responsibilities/Accountabilities:
Level I:
- Manage and prioritize backlog of transparency tools requests between health plans and business partner(s).
- Track projects across the lifecycle from intake to delivery for business-related issues and requests. Lead and collaborate with stakeholders for implementation of compliance related updates and/or changes with the transparency tools.
- Ensure vendor applications are consistent with Excellus and Univera brand guidelines.
- Manage member content within vendor application (e.g., Customer Care info, promo boxes, FAQ, etc.).
- Partner with key stakeholders to understand the needs of our members, ensuring the tool meets their expectation. Incorporate the needs of our customers in decision making.
- Coordinate with appropriate internal teams to implement required changes, including but not limited to: SSO/SAML, APIs, data extracts.
- Coordinate with Digital Services to support dependencies between vendor application and associated portals.
- Understand interoperability features and connections to transparency tools.
- Continually support the organization wide goals and strategy.
- Manage and communicate with internal stakeholders (Marketing, Sales, Customer Care, etc.) of changes and updates to Transparency tools and vendor outages.
- Assists in responding to incidents and Customer Care feedback.
- Create and manage process documents in support of the transparency tools.
- Coordinate with Program team on vendor outage alerts and release communication.

Level II (in addition to Level I essential responsibilities/accountabilities):
- Partner with leadership and senior level product managers to execute transparency strategy.
- Participates in interoperability project and lifecycle management work to ensure the best possible experience and leads the established interoperability strategy.
- Implement product management processes and operational supporting tools.
- Liaison to vendor(s) to ensure all transparency products meet the need of the Health Plan.
- Align vendor feature roadmap to member needs and influence the roadmap as a stakeholder.
- Independently manage and prioritize large volumes of complex work.
- Function as subject matter expert for transparency tools; that includes, but are not limited to find a doctor, cost search, interoperability functionality.
Level III (in addition to Level II essential responsibilities/accountabilities):
- Define transparency strategy in coordination and collaboration with overall digital strategy and vendor strategies.
- Leads interoperability strategy, roadmap and lifecycle
- Mentors new Product Managers on Excellus methodology, processes, transparency tools, organizational structure.
- Fosters an environment of continuous improvement. Constantly exploring ways to increase efficiencies, useability and customer experience.
- Navigates professional situations with confidence, sound judgement and leadership.
Minimum Qualifications:

Level I:
- Bachelor's degree in Business Administration, Marketing, Communications or relevant field with a minimum of one (1) years of related experience required. In lieu of degree, seven (7) cumulative years of experience required in project management, business/business systems analysis, data analysis, or related field.
- Healthcare or health insurance industry experience preferred.
- Clear sense of priority and focus.
- Strong analytical, organizational and business process development skills.
- Strong all-around soft skills and high proficiency using oral and written communication skills across all levels and with both technical and non-technical stakeholders. Ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities. Ability to see the big picture while understanding the individual pieces.
- Ability to set clear job boundaries.
- Ability to operate independently to navigate organizational complexities and to obtain resources needed to move initiatives forward.
- Ability to work within and collaborate with cross-functional teams.
- Ability to take disparate pieces of information/data and understand how it applies to the transparency tool to ensure the best customer experience.

Level II(in addition to Level I minimum qualifications):
- Bachelor's degree in Business Administration, Marketing, Communications or relevant field with a minimum of four (4) years of related experience required. In lieu of degree, ten (10) cumulative years of experience required in project management, business/business systems analysis, data analysis, or related field.
- One (1) year of experience in a Healthcare or health insurance industry required.
- Experience with Healthcare transparency tools preferred.
- Skilled in collaborating effectively and leading within cross functional teams.
- Demonstrated competencies in program/project leadership skills preferred.
- Ability to form and foster high performance within cross-functional teams, focusing on what can be accomplished rather than potential barriers ahead.
- Demonstrated skills in conflict resolution, negotiation, and project leadership tasks.
- Creative, customer focused, analytical, and interested in the start to finish constituent experience.
- Ability to see every constituent interaction as an opportunity to learn, educate and advocate for the website current features and future features.
- Ability to manage complex initiatives simultaneously.
Level III(in addition to Level II minimum qualifications):
- Bachelor's degree in Business Administration, Marketing, Communications or relevant field with a minimum of six (6) years of related experience required. In lieu of degree, twelve (12) cumulative years of experience required in project management, business/business systems analysis, data analysis, or related field.
- Three (3) years of experience in a Healthcare or health insurance industry required, with two (2) years Healthcare transparency tools experience.
- Proven ability to negotiate and resolve complex and sensitive issues with diplomacy and persuasiveness.
Physical Requirements:
• Must be able to travel across the enterprise.
• Ability to work in a home office for continuous periods of time for business continuity.
