Summary
Joining the Secret Service, Office of Human Resources, APT Talent Management Division will allow you to be responsible for processing personnel actions and supporting workforce operations for the Pathways Program (Internship and Recent Graduates), Re-employed Annuitant Program, and New Employee Orientation (NEO) Program.

Duties
The selectee will serve as a Human Resources Specialist in the Office of Human Resources, APT Talent Management Division. Typical work assignments include:
Working alongside a senior specialist to perform complex recruitment and staffing responsibilities such as making appropriate modifications to announcements; posting job opportunity announcements reviewing applications to perform basic qualifications analysis.
Addressing general inquires on the recruitment and selection process downloading and retrieving vacancy announcements for lower-level positions to address inquiries.
Maintaining recruitment and placement documents; updating tracking logs; resolving administrative errors and discrepancies to develop solutions for difficult problems.
Tracking special projects and office assignments; maintaining software file management procedures
and accessing programs.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
your performance and conduct;
the needs and interests of the agency;
whether your continued employment would advance organizational goals of the agency or the Government; and
whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
You qualify for the GS-05 level (starting salary $46,148.00) if you possess one of the following:
3 years of general experience, one which includes experience equivalent to the GS-04 level performing duties such as:
Responding to various human resources inquires.
Assisting with the preparation, processing, and filing of routine personnel documents and paperwork for employment actions.
Utilizing automated human resources or talent acquisition systems to perform data entry.
OR
Completed a 4-year course of study leading to a bachelor's degree.
OR
A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
You qualify for the GS-07 level (starting salary $57,164.00) if you possess one of the following:
One year of specialized experience equivalent to the GS-05 level performing duties such as:
Applying standard rules and regulations, procedures, and operations to provide human resources support in the area of recruitment and placement.
Utilizing automated human resources or talent acquisition systems to retrieve data, assemble information or review human resources documents.
Assisting staff with various recruitment and placement functions such as applicant sourcing, selection, evaluation and onboarding.
OR
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement. To be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses, OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
