Summary
This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties
You will work as a Forestry Technician in an organization with responsibility for the protection of forestland used for military training activities.
You will independently perform engine operation duties during wildland fire suppression and prescribed burning operations.
You will be responsible for operation and maintenance of specialized equipment used to respond to wildland fires and conduct prescribed burns.
You will gather information on weather, topography, fuel types, and fire behavior in responding to wildland fires.
You will participate in proficiency checks, safety briefings, and after-action-reviews.
You will assist in the formulation and revision of prescribed fire plans on an annual basis.
You will assist with determining the extent of forest insect infestations and disease outbreaks so appropriate control recommendations can be made and implemented.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

This is a bargaining unit position.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
You will be required to obtain and maintain a current valid United States driverβs license
You will be required to successfully complete a pre-appointment physical examination.
You must obtain and maintain a U.S. Government Vehicle Operators.
Prior wildland firefighting experience on the fireline is a mandatory requirement.
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, and safety shoes continuously for the duration of the work shift.
Qualifications
GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-04) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Examples of assisting with wildland fire management, suppression, and control in order to minimize loss of natural resources, property or life by performing engine operation duties (e.g. start pump engines, prime pumps, adjust engine speed and pump valves, lay hoses, etc.), operating and maintaining equipment used to respond to wildland fires, and assist with implementing prescribed burning programs.
GS-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Examples of assisting with wildland fire management, suppression, and control in order to minimize loss of natural resources, property or life by performing engine operation duties (e.g. start pump engines, prime pumps, adjust engine speed and pump valves, lay hoses, etc.), operating and maintaining equipment used to respond to wildland fires, and assist with implementing prescribed burning programs, and drives engine to fire locations and determines how the equipment can best be used in firer control and mop-up operations

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows:
GS-05:
A) successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography),outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable.
OR
B) A combination of experience and post high school education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent
GS-06:
A) One full year of graduate education;
OR
B) A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent
Additional information
The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
This position requires the incumbent to possess and maintain the National Wildfire Coordinating Group (NWCG) certifications listed below:
Firefighter Type I (FFTI)
Incident Commander Type 5 (ICTS)
Engine Boss, Single Resource (ENGB) or experience operating a Type 6 Engine
with the ability to become ENGB certified within a year of employment.
In accordance with MCIEAST-MCB CAMLEJO 5090.113, as the primary duty of this position is to perform work connected to the control and extinguishment of wildfires, the incumbent is required to pass an annual Work Capacity Test (WCD at the moderate fitness level or higher. Taking and passing the WCT at the Moderate level or higher is a condition of employment. The Moderate fitness level requires completing a two (2) mile hike within thirty (30) minutes, while carrying a twenty-five (25) pound pack.
Identification C/OF 346 for 4x4 vehicles.
This position is covered by the Department of Defense Priority Placement Program.
