The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned. Employee will also serve as senior information technology (IT) specialist program manager and consultant to management in support of installation AFNet Enterprise Services delivery, requirements and implementations. Employee must pass initial and periodic short notice drug testing. Information Assurance Certification is a condition of employment. Per DOD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. The employee may be required to work other than normal duty hours, which may include evenings, weekends, Disclosure of Political Appointments Recall to duty, overtime and/or emergency overtime may be required. Direct Deposit: All federal employees are required to have direct deposit Qualifications This is a GG-13 position in the Cyber Excepted Service (CES) part of the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of IT principles, concepts, and methods for integrating information network components sufficient to plan, coordinate, and administer computer network and optimize network performance; knowledge of policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. Knowledge of communication methods, principles, and concepts that support the network infrastructure. In addition, knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements; knowledge of system architecture, integration techniques, and testing methods. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles, concepts, and methods for integrating information network components sufficient to plan, coordinate, and administer computer network and optimize network performance; knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. Knowledge of communication methods, principles, and concepts that support the network infrastructure. 2. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements; knowledge of system architecture, integration techniques, and testing methods. 3. Knowledge of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption); safety and security regulations, practices, and procedures; security practices for ensuring the safeguarding of classified information. 4. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving network and systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements; ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 7. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; ability to gather facts and use effective analytical and evaluative methods to assess information to plan the sequence of actions necessary. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
