Safety Technician

Summary Serves as Safety Technician for the Morale, Welfare and Recreation Department (MWR), Commander, Fleet Activities Yokosuka, Japan (CFAY). Incumbent performs administrative, training tasks in support of the MWR Facilities Manager and MWR Department safety activities. Documents various safety actions and maintains record file. Maintains liaison with CFAY Safety Office and higher organizations on accident, fire and property loss reporting and other safety matters. Learn more about this agency Duties Performs routine inspections and investigative work in monitoring occupational safety and health laws. Investigates and reports on unsafe mechanical and physical conditions and work practices evolving from carelessness or negligence that may involve injury to persons or damage to property or both. Inspects and evaluates safety issues that may arise throughout the organization. Assists senior MWR managers and/or the CFAY Safety Office with planning, organizing, executing, documenting, and analyzing surveys of areas of assigned responsibility. Investigates alleged hazardous conditions, practices, etc., to identify hazards and possible means of elimination. Monitors the MWR safety program by coordinating with the MWR management team and other personnel responsible for the operation and conduct of the programs. Conducts surveys of MWR facilities and programs. Documents and prepares appropriate survey forms and reports. Conducts follow-up surveys as required. Assists senior Safety Specialists from the CFAY Safety Office in conducting surveys and evaluations of low-medium hazard installation activities, i.e., administrative operations and facilities, logistic and storage facilities, playgrounds, recreational and community facilities, etc. Initiates and monitors work-order submissions, progress, and completion for assigned areas. Provides general support to other areas of the MWR Department safety program. Suggests plans, procedures, or equipment to improve safety conditions. In conjunction with MWR facility and program managers, initiates work orders and other facilities paperwork to repair or mitigate facility-related deficiencies. Manages the administrative functions of the MWR safety program. Assists MWR management team in the timely and proper submission of required reports and MISHAP documentation. Serves a major role in the CYP program as the Playground Safety Inspector to inspect and certify the N92 and N96 playgrounds. Conducts two annual inspections, Comprehensive Safety Inspection and the Multi-discipline Team Inspection (MDTI) with the Fire Department and PREVMED of CYP facilities CDC, SAC, Teen Center and CDH. Assists supervisors and managers with correspondence, message, narrative and tabular reports, studies, and other similar material; verifies accuracy of spelling, punctuation and grammar and composition of documents in draft or final form. Develops promotional material and techniques for accident prevention. Prepares plans and programs to solicit participation and cooperation by all officials and employees in the program. May compose written articles of specific subjects and various kinds of publicity material for distribution. Will serve as the Point of Contact for the MWR N92 and CYP N96 Hazmat Portal Program Assists in enrolling personnel in the HAZMAT systems and establishing Authorized Users Lists (AUL) in all programs Responsible for MWR N92 and CYP N96 Hazardous Materials Management Recommends and assists supported activities with developing and improving their safety-training program. Makes necessary coordination of classes, including classroom space, schedule time, identifying people needing the training, equipment. Researches and assembles background reference material for training use. Holds periodic (as necessary) training on proper reporting, documentation and following up on mishaps, safety discrepancies, etc. Researches technical and non-technical areas and assists in the composition of safety alerts for publication distribution. Compiles statistical data on all accidents/injuries/illnesses for the installation. Maintains recordable accident reports to include maintaining a log. Analyzes accident and injury reports, studying data to determine trends and mishap causes. Maintains the Administrative Access Holder for the Safety RMI program. Require the employee to review, enter and maintains data of all mishaps throughout MWR N92 and CYP N96 in the RMI online program. Investigates deficiencies or accidents, helps determine causal factors, identifies ways of preventing recurrences, and provides draft reports to senior managers and CFAY Safety Office staff. Serves as a MWR representative member of various Command Safety committees and working groups. Participates in and acts as a safety technical consultant to various safety committees in the supporting organization elements being serviced. Serves as the Primary POC between MWR N92 and CYP N96 to PREVMED and Occupational Health and Safety at USNH Yokosuka. Accompanies CFAY Safety Team on their annual inspections of all CYP and MWR Facilities required to conduct initial certification and recertification inspections of Family Child Care homes (FCC) with the Fire Department and PREVMED. Serves as a member of the FCC quality review board, which determines initial and maintained certifications. Performs other Safety associated duties as assigned. Requirements Conditions of employment Must be able to satisfactorily complete and maintain a T1 level background investigation Must have a valid US driver's license and obtain a government driver's license Qualifications General knowledge of an extensive body of laws, regulations, standards, and codes applicable to facilities, building structures, workplaces, machinery, and equipment inspected, enabling the technician to determine whether activities are in compliance therewith and corrective actions needed. Practical knowledge of established Federal statutes, safety standards, protective devices, and accident prevention measures. Knowledge of inspection, interviewing, and survey techniques sufficient to identify occupational hazards and to determine elements giving rise to mishaps. Knowledge to identify standard Hazardous Material without supervision. Skill in the use of computer applications, software and programs such as Microsoft Word, Excel, Power Point, and other programs. Skill in oral and written communication. Ability to communicate with all levels of personnel. Ability to train others. Ability to research, analyze and compile data and present findings. Ability to maintain records and reports Education This position does not have an education qualification requirement. Additional information Some positions have special requirements.
