Summary
About the Position: This position is located within the Keller Army Community Hospital at West Point, New York.
Salary negotiation may be available for those candidates who are new to Federal service.
A recruitment or relocation incentive may be authorized.
This is a Direct Hire Solicitation.
Duties
Assign specific codes to medical records, sequencing and determining codes to accurately reflect the resources and procedures used in the care of the patients.
Ensure compliance with regulatory and third-party insurance requirements in utilizing the ICD-10-CM, PCS, CPT, and HCPCS LEVEL II coding books.
Perform quantitative analysis and check medical record for completeness, accuracy, and compliance with regulatory requirements.
Ensure all required documentation is present and appropriate.
Analyze and interpret documentation in record, ensuring accuracy, internal consistency and correlation of recorded data and return record to provider/area for correction/completion.
Perform various functions involving review, analysis, evaluation, and management coding of diagnostic and treatment procedures contained in outpatient medical records with third party payers.
Code complicated medical records having diagnostic, surgical and therapeutic procedures on specific DRGs that are identified as difficult to classify.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
A Personnel Security Investigation is required.
This position is subject to a background investigation to determine your suitability for Federal employment.
This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
This position is required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
Lifting up to 25 pounds may be required.
This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
You may be authorized to Telework Situational basis.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes coding medical records, utilizing office automated systems and/or software, and retrieving medical records and/or reports from databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Health Information Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Salary includes applicable locality pay or Local Market Supplement.

AHIMA / AAPC (or equivalent) certification within one year of employment.
This position is subject to TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles.
Advanced In-Hire Rate may be authorized.
Medical Coding Certification is highly desired.
