Job Description
Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As Chief, Police/Provost Marshal Division, is technically and administratively responsible for the law enforcement operations at a medium garrison within the Installation Management Command (IMCOM).
Duties
Develop law enforcement programs and operating plans for the installation and is responsible for planning, supervising, and managing the operations of the division.
Recommend solutions and coordinates implementation of major changes in procedures, staffing, funding, organization, and staffing.
Plan for current and long-range operations based on workload trends and projected requirements.
Advise top-level installation managers on police department issues impacting them and develops acceptable solutions to problems.
Make decisions on project priorities to meet changing requirements; reassigning personnel as necessary and assuring efficient use of space, personnel, funds and equipment to meet workload and mission changes.
Identify problem areas and makes necessary changes in policies and procedures to correct deficiencies and to meet short and long range objectives.
Direct and supervise the law enforcement staff directly or indirectly through subordinate supervisors performing the various police functions.
Prepare performance rating plans and evaluates key Police Department personnel, counseling them as required. Plans for and initiates all requests for formal training.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
Incumbent must meet the requirements of AR 190-56: Successfully pass a pre-employment and recurring medical / psychiatric evaluation.
Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
Comply with and maintain the requirements of the Individual Reliability Program (IRP).
This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
Incumbent must possess a valid state driverโs license and be able to obtain and maintain a government motor vehicle operatorโs license.
Incumbent must be able obtain and maintain a valid Tier 3 (Secret) security investigation.
Official Temporary Duty (TDY) travel up to 10% of the time may be required.
Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
The wearing of uniforms is required and the employee may be required to wear protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, shield, and body armor.
A high state of uniform appearance and personal hygiene will be maintained at all times.
Required to do shift work, rotating shifts, holidays, nights and weekends.
Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes overseeing law enforcement operations in the prevention, detection, and reporting of crimes; the arrest or apprehension of violators; assisting citizens in emergency situations AND developing plans for law enforcement operations to safeguard the public and mitigate criminal activity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted

Additional information

Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
