Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Supervises a staff of military and civilian law enforcement officers that specialize in traffic investigation.
Develops and implements traffic plans, programs and surveys.
Prepares traffic accident investigations and writes technical reports of investigative findings.
Coordinates with local, state and federal law enforcement authorities regarding legal issues, traffic accident investigation techniques, equipment utilization and other liaison matters related to traffic activities.
Maintains status of patrols, to include location, assigned mission and capabilities.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
Incumbent required to carry a firearm and remain proficient in the use of assigned weapon.
Incumbent required to possess a valid driver's license in the state where they live.
Incumbent must undergo and pass physical examination annually.
Incumbent must undergo and pass physical agility test annually.
Incumbent must be certified in use of radar detection equipment and alcohol detection equipment.
This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Coordinating patrol activities for a law enforcement agency; 2) Conducting investigations related to law enforcement such as: traffic accidents, theft and/or vandalization of property; 3) Providing guidance on law enforcement policies; 4) Performing administrative functions for a law enforcement agency such as: overseeing daily police activity, reviewing crime and accident reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct Deposit of Pay is required.
