Summary This position is located in the Montana/Idaho Implementation (EWM) organization of the Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Bonneville Power Administration (BPA). A successful candidate in the Fish and Wildlife Administrator position will be responsible for independently using standard methods and techniques to perform recurring, well-precedented work in support of projects that mitigate the effects of the FCRPS in the Columbia River Basin. Duties As a Fish and Wildlife Administrator, you will: Plan and independently carry out recurring, well-precedented work in support of habitat protection and enhancement projects, resident fish substitution and mitigation, hydro system issues, anadromous and resident fish hatcheries, anadromous and resident fish and wildlife habitat protection and enhancement, ecosystem coordination, watershed program participation and coordination, fish passage and irrigation intake screening in mainstream and tributaries, supplementation research throughout the basin, captive brood stock research programs for sockeye and other species, coded wire and Passive Integrated Transponder (PIT) tag fish marking, monitoring and recovery programs, and natural production research. Perform a wide range of routine, well-established project management tasks to assist higher-graded specialists in the implementation of their project management functions. Coordinate work with other departments to assure support for associated schedules and tasks are in line with project timeline. With guidance from higher graded specialists, and when delegated authority by the Contracting Officer (CO), serves as the Contracting Officer Representative (COR) and/or as a technical inspector. Provide support to ensure that Endangered Species Act (ESA), National Environmental Policy Act (NEPA), and other regulatory requirements are met for projects including participation in preparation and review of ESA Section 7 consultation documents, Environmental Assessments and Environmental Impact Statements and other technical documents. Assist in the preparation of expert testimony, position papers, issue papers, and other documents associated with fish and wildlife program activities. This position requires a valid driver's license as a condition of employment. May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Qualifications BASIC REQUIREMENT: A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, plus appropriate experience or additional education. -OR- C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-07: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service. Specialized experience for this position is defined as: 1) compiling fish or wildlife data to assist senior staff in the evaluation of projects, AND 2) supporting the implementation of fish or wildlife habitat mitigation projects. You may substitute education for specialized experience as follows: One year of graduate-level education, or superior academic achievement (S.A.A.) gained in a bachelor degree curriculum that is qualifying for the position to be filled (based on class standing, grade-point average, or honor society membership). Less than one year of specialized experience may be combined with completed graduate education. GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position is defined as: 1) analyzing fish or wildlife data to evaluate and recommend projects, AND 2) implementing fish or wildlife habitat mitigation projects. You may substitute education for specialized experience as follows: Two years of progressively higher level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of graduate education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
