Summary The Kansas City VA Medical Center is currently recruiting for a Health System Specialist to serve as the Strategic Partnership Officer to support the Medical Center Director in forming, maintaining and growing strategic healthcare partnership initiatives between VHA and the local service area. Learn more about this agency Duties This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Oversees and coordinates the Medical Center's strategic outreach efforts. Leverage responsible and productive health care partnership opportunities with Federal, State and local non-profit organizations. Establish healthcare partnership award program to acknowledge and recognize successful partnerships. Collaborate with are Department of Defense partners to assist both local VA and DoD in improving and ensuring high quality cost effective services. Collaborates with the medical center and it's community based clinics to identify existing and emerging health care needs. Measures effectiveness of communication, tracks trends, solicits feedback and implements lean principles to achieve continued improvement and effectiveness. Develop educational workshops and seminars to inform targeted audiences on VA services and partnerships. Work Schedule: Monday - Friday 8:00 A.M. - 4:30 P.M. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. At this level, applicants would have obtained this experience working within a health care setting; working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care; and experience assisting an administrative component of a health care onboarding process. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must have a combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. To qualify based on education for this grade level you must have successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
