Duties
You will manage and support all N6 Branches in the oversight of operational systems, networks C4 Systems and the monitoring for cyber-attacks and ensure required training is conducted on new systems
You will provide support to staff and contractors in analyzing and evaluating assigned IT and training to determine their overall quality and effectiveness, including curriculum, instructor, and cost effectiveness.
You will manage and work directly with hiring managers to ensure personnel are trained as required by requirements and policy to maintain qualifications.
You will interact with activities within MSC to interface on their behalf with external stakeholders and various training providers for personnel
training, certification, and maritime credentialing

This is a Cyberspace Workforce position, work role code (802- IT Specialist (PLCYPLN), proficiency level (Advanced) incumbent required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies
Qualifications
GS-13 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in mastering the identification and development of technological training policies, curricula, and operational procedures for communication systems, networks, and cyber-monitoring, ensuring all IT training plans incorporate rigorous gap analysis and industry standards.
Experience operating and maintaining mission-critical networks and cyber training programs, utilizing subject matter expertise to identify and correct technical deficiencies within complex IT environments.
Experience collaborating with internal and external contractors to deliver specialized training for CIVMAR personnel on active networks and C4 systems, focusing on cyber-attack resolution to ensure maximum system uptime.
Experience applying organizational and interpersonal skills to advise management on workforce development policies and regulatory requirements while reviewing programs for quality and compliance.
Experience leveraging knowledge of human resource regulations and MSC IT objectives to contribute to the development of Human Capital Strategic Plans tailored to the IT workforce.
Experience utilizing analytical methods to isolate relevant data and provide expert advice on complex IT networks, curriculum development, and the business value of technical training resources
Examples of Qualifying Experience:
Attention to Detail - Identify potential critical cyber-security problems, trends and weaknesses
Customer Service - Establishment of collaborative efforts amongst customers, Program Managers and other stakeholders to plan, coordinate, or provide advice on work efforts
Oral Communication - Oral communication skills sufficient to interpret guidelines, prepare and present reports, communicate complex technical requirements, and communicate systems development and implementation issues to decision makers and stakeholders.
Problem Solving - Identifying potential critical cyber-security problems, trends, and weaknesses and recommend specific policy changes to reduce IT security risks.
