Summary

Duties
You will perform comprehensive assessment and analysis of Mission Essential Functions (MEF) and/or Assessable Units (AU) ensuring efficient and economical use of resources, sustaining command integrity and improving mission accomplishment.
You will develop and manage a repository of internal review checklists for evaluation of command Mission Essential Functions, Assessable Units, operations, and financial and administrative programs.
You will conduct financial, operational, and compliance reviews, manager internal control and integrated risk management evaluations, special reviews and investigations of command operations to detect deficiencies, improprieties, and inefficiencies.
You will train and coordinate the efforts of Subject Matter Experts (SME) from inside and outside the command to effectively execute reviews of command programs and operations.
You will format and employ standardized internal reports appropriate for conducted reviews and hold formal briefing with command managers for internal reviews and evaluations.
You will conduct periodic follow-ups with managers to ensure corrective action or recommendations are adhered to, track open internal review findings or recommendations and provide management officials with the format of periodic status reports.
You will maintain historical records of completed studies, findings, action items and produce metrics to analyze and evaluate program trends while identifying areas of concern.
You will provide advice and assistance to all levels of management regarding compliance with existing directives, expenditures, control of appropriated and non-appropriated funds, and integrated risk management controls.
You will research, investigate and recommend new or improved business and management practices for application to command programs or operations.
You will coordinate with command process improvement and innovation personnel to identify potential Get Real, Get Better (GRGB) process improvement projects revealed during the CER process.
You will immediately report discoveries of criminal activity, significant fraud, waste, abuse or gross mismanagement to the CER Manager, ED-OE, Commander, or proper authority.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in selecting, adapting, and applying sound qualitative and quantitative analytical techniques to work assignments.
Experience and possess knowledge of and skill in applying a wide range of complete inspection and compliance principles.
Experience organizing and training teams of SMEs in performing analyses of a wide range of command operations and administrative programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
This position is covered by the Department of Defense Priority Placement Program.
