Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Joint Munitions Command located at McAlester, Oklahoma and manages safety and health inspections across a variety of work areas such as explosives, construction and industrial operations. Learn more about this agency Duties Conduct accident prevention inspections and accident investigations. Record hazards and/or deficiencies and regulatory violations, assign risk assessment codes, and recommend appropriate safety and occupational health measures to control or eliminate hazards. Investigate accidents to determine origin, cause and contributing elements. Prepare and revise plant safety instructions, produce reports and identify accident trends and risks. Evaluate explosive and chemical munition operations and SOPs to ensure safety compliance across production, maintenance, and storage. Interview injured personnel for accident investigation and analyze data obtained for accident trend identification purposes. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-05 General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which include participate in a variety of facility safety inspections and assist with gathering information and data to assess the cause of accidents. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. OR Certification: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. GS-07 Specialized Experience: One year of specialized experience which includes participate in a variety of facility inspections in areas such as explosives, construction and maintenance shop operations; gather data/statistics for inclusion in safety reports; and serve as a team member to help develop safety and occupational health practices to reduce and eliminate potential hazards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene). OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes assist with developing programs to help reduce accidents and occupational injuries; review and recommend safety and occupational health policy to higher levels of management; maintain safety and/or occupational health program records and conduct training sessions with workforce; and inspect workplaces to identify potential new hazards and ensure policy compliance This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
